- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health, Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) on behalf of the on behalf of the National Institute of Digestive, Diabetes & Kidney Diseases intends to award a purchase order without providing for full and open competition (Including brand-name) to TECMAG, INC for the acquisition of a Shim/Lock Upgrade Kit for Redstone 38168 and all parts and accessories included. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 1,000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-06 Effective July 12, 2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13�Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302- FAR 6.302-1�Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). PERIOD OF PERFORMANCE Within 90 Days of Award Place of Performance National Institutes of Health� National Institute of Digestive, Diabetes & Kidney Diseases� 5 Memorial Drive Bethesda MD 20892 DESCRIPTION OF REQUIREMENT The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) conducts and supports research on many of the most serious diseases affecting public health. The Institute supports much of the clinical research on the diseases of internal medicine and related subspecialty fields, as well as many basic science disciplines.� The Institute's Division of Intramural Research encompasses the broad spectrum of metabolic diseases such as diabetes, obesity, inborn errors of metabolism, endocrine disorders, mineral metabolism, digestive and liver diseases, nutrition, urology and renal disease, and hematology. Basic research studies include biochemistry, biophysics, nutrition, pathology, histochemistry, bioorganic chemistry, physical chemistry, chemical and molecular biology, and pharmacology.� NIDDK extramural research is organized into 4 divisions: Diabetes, Endocrinology, and Metabolic Diseases; Digestive Diseases and Nutrition; Kidney, Urologic, and Hematologic Diseases; and Extramural Activities. �The Institute supports basic and clinical research through investigator-initiated grants, program project and center grants, and career development and training awards. The Institute also supports research and development projects and large-scale clinical trials through contracts. _________________________ BACKGROUND The Laboratory of Chemical Physics, NIDDK (Solid State NMR and Biomolecular Physics Section, SSNMRBPS) performs nuclear magnetic resonance (NMR) experiments with a 17.5 Tesla (17.5 T) NMR spectrometer in NIH building 5, room B2-33. �NMR experiments require an extremely homogeneous and stable magnetic field. �Homogeneity and stability can be achieved with room temperature shim coils and a deuterium (2H) NMR field lock system. �However, the 17.5 T NMR spectrometer that is currently being used by the Tycko group does not have the necessary shim power supply or field lock system. �Therefore, it is necessary to obtain a shim power supply and field lock system that is fully compatible with the existing NMR spectrometer. PURPOSE AND OBJECTIVES The National Institutes of Health (NIH)�s National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement for a shim power supply and field lock system that is compatible with the NMR spectrometer that is currently being used by the Tycko group in conjunction with the 17.5 T NMR magnet in NIH building 5, room B2-33. �The NMR spectrometer is a Tecmag Redstone model. �Therefore, the shim power supply and field lock system must be compatible with the hardware and software of a Tecmag Redstone NMR spectrometer. SALIENT / REQUIRED FEATURES AND SPECIFICATIONS The following features and specifications are required. �These features and specifications will allow the shim power supply and field lock system to be operated in conjunction with the existing Tecmag Redstone NMR spectrometer and 17.5 T NMR magnet. �These features and specifications will allow the Tycko group to obtain high-quality solid state NMR spectra that will provide important new information about protein assemblies that are associated with human disease, including protein fibrils that are involved in neurodegenerative diseases and protein/nucleic acid complexes from enveloped viruses: 1. �It must be possible to control the shim power supply and the field lock system with Tecmag TNMR software. 2. �2H NMR signals from the field lock system must be displayed within Tecmag TNMR software and it must be possible to optimize these signals (for optimization of magnetic field homogeneity) within TNMR software. 3. �The shim power supply must be configured to drive at least 24 matrixed shim coils, with up to +1 amp or -1 amp of current in a single coil and a total of 10 amps of current in all coils. �All cables for connecting the shim power supply to the existing room temperature shim stack and to the existing Tecmag Redstone NMR spectrometer must be included. 4. �The field lock system must be configured to detect 2H NMR signals from 2H-containing samples in the existing 17.5 T magnet. �All cables, connectors, and other components for interfacing the field lock system to the existing Tecmag Redstone NMR spectrometer must be included. Specifically, the NIDDK requires the following tasks: Task Area 1 � All equipment should be delivered within 3 months after this order is placed to 5 Memorial Drive, Bethesda, MD 20892. Task Area 2 - Installation will be performed by the NIDDK, however, the vendor should provide detailed instructions for installation, either in writing or verbally by telephone or internet communications. Task Area 3 - All software required for operation of the shim power supply and field lock system must be included. �This purchase must include a 12-month warranty on parts and labor. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10�Market Research. �Only one source is available: Per FAR 13.106-1(b)(1) the Contracting Officer has determined TECMAG, INC to be the only reasonable available source to provide the Shim/Lock Upgrade Kit for Redstone 38168 and all parts and accessories included. �� This acquisition was pursued on a sole source basis centered on the following: The shim power supply and field lock system must be compatible with the existing hardware and software of the NMR spectrometer and magnet located at NIH in Building 5�Tecmag Redstone NMR spectrometer and 17.5 T NMR magnet. �No other equipment will produce the required improvement in data quality as these are highly specialized scientific instruments, each with its own unique design of electronics, hardware, and software. �In general, equipment from one manufacturer of NMR spectrometers cannot be interfaced with equipment from another manufacturer. �Therefore, only a shim power supply and field lock system from Tecmag will be compatible with the hardware and software of the existing NMR spectrometer used by the Tycko research group. �Therefore, this order can only be placed with TECMAG, INC. �Failure to procure these deliverables from TECMAG, INC would result in a significant loss of research. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses to this notice shall be submitted electronically by 9:00 am Eastern Standard Time, on Monday, August 16, 2021 to the Contracting Officer, Amber Harris, at amber.harris@nih.gov.
