No other changes are made.� See attachment. � �� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number for this request for this request for quotations (RFQ) is W913E521Q0022. The associated North American Industry Classification System (NAICS) code is 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing was determined to best represent this requirement. Small business size standard is 1250 employees. � The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)�s has a requirement for one cold glycol chiller skid unit, portable, and fully self-contained except for Glycol inlet and outlet and 480V shore power supply. The unit must use ammonia as a refrigerant, cooling process glycol, and chill the glycol to a range of temperatures from -5F to 35F, with one-degree increment control on a touch-screen controller. The entire unit must be rated to operate outdoors, and control voltage and control switches must be in a separate box from 480V shore power so that adjustments can be made by operators who are not cleared to open 480V panels. Unit Capabilities and Specifications: 1. Refrigeration Performance Requirements: 3 tons of refrigeration (TR) (36,000 BTU/Hr) while chilling glycol to a target temperature of 35F. �2.5 TR while chilling glycol to a target temperature of 28F. �1.5 TR while chilling glycol to a target temperature of -10F. �capable of operating at a full range from loaded to unloaded to supply cooling from target glycol temperatures across a range from -10F to 35F. A hot gas bypass system or equivalent The compressor must be selected to allow operation at a wide range of loads. A touch-screen control must allow system refrigeration operation based on selecting a process glycol temperature. A defrost or melt-out capability by supplying hot glycol must be available to be manually triggered by the operator. Coolant in: 1� MPT. Coolant out: 1� MPT. 2. Glycol System Specifications: The glycol circulating pump must have adjustable settings for 10gpm OR 20gpm. The system must be plumbed to allow for the pump to be bypassed and operation with an outside pump in a system being connected to, using manual isolation valves. �flow meter must provide the safety control for the chiller barrel, cutting out refrigeration operation if flow falls below 5 gpm on the glycol circulating system. Glycol pump must supply 1.0 hp at 10 gpm, 2.0 hp at 20 gpm. Peak pressure rating for glycol system must be not to exceed 150 psi; normal pressure should not exceed 80psi. system must be designed for both ethylene glycol/water mixes AND Dow Norkool SLH at concentrations up to 60%, without changing any components when switching between processing cooling applications. A 60-gallon glycol reservoir tank� A 30-gallon hot glycol reservoir A manual hot glycol defrost cycle with push-button control and automatic return to normal operation should be programmed. 3. Refrigeration Operating Specifications system must use ammonia as the refrigerant, in an ultra-low-charge configuration. �ammonia charge cannot exceed 35lbs; the worst-case leak from a single vessel must not exceed 20lbs. �must be air-cooled and completely standalone without a requirement for processing cooling water hookups. system compressor horsepower is expected to be at approximately 5 to 7.5 horsepower; the vendor must prepare calculations for Government review showing how this meets the cooling capacity requirement. �unit must have a compressor interlock flow switch for the cooling system. �unit must have a compressor interlock flow switch for the glycol through the chiller barrel. plate-and-frame heat-exchanger(s). System must have sub cooler. System must have fan cycle switch. Refrigerant system must be rated for 150psi low pressure to 350psi peak short-term high pressure (375psi safe). System should be fitted with suction accumulator and oil separator unless plans of the system are presented to the Government for approval before construction begins showing a configuration which does not require these components to correctly and safely function. A crankcase heater should be supplied for operations at Outside Air Temperatures from -30F and above. on-unit alarm and ammonia detector must be incorporated into the skid unit. 4. Electrical specifications: Unit electrical power supply must not exceed the capacity of a 480V, 3 phase circuit with a 20A breaker. The breaker amps on 480V, 3 ph must not exceed 20A. 480V power supply and box must be separated from controls voltage in its own box; programmable thermostat and all switches and controls must be in a separate control box for safety purposes. It is optional for controls voltage and crankcase heater power to be separately supplied on a different voltage. The unit shall come equipped with a 75-ft shore power extension cord with a mechanical circuit interlocking plug. 5. Volumetric and frame specifications: �unit length must not exceed 15 feet. �unit width must not exceed 6.5 feet. �unit height must not exceed 6.5 feet. �unit must have six hoisting eyes on the corners and in the middle of the frame, lengthwise, with clear access for hoisting (submittals should indicate this). unit frame must be designed to be forkable by a heavy-duty fork truck, with appropriate fork points. unit frame must be self-levelling, with screw-jack adjustable feet which allow it to be levelled for operation on an uneven surface. A sufficient number of support feet or a bottom contact frame for the unit must be provided so ground pressure does not exceed 30 psi. 6.�General Specifications: unit must be designed to operate completely unprotected in an outside environment. If a roof for the unit is required, it should be integral to the frame. In this case, the total height may exceed 6.5 feet. �unit must be painted with durable, marine-grade paint for metal exposed to a nearby oceanic saltwater environment. �unit must be designed to operate in an OAT range from -30F to 100F with 100% humidity. �crank-case heater must be able to operate off a separate low-voltage power supply so the unit can be kept on standby without being plugged in to 480V power. Pumps must be stainless steel. Reservoirs and glycol tanks must be stainless steel. Heat exchangers selected for operation with ammonia Cooling system sized for no loss of capacity in hot weather. Designed to operate continuously for 9 months without down-time for maintenance or emergencies (6,500 hours of continuous operation per annum as a duty cycle). Designed to go through a single non-operational maintenance cycle per year during the 3-month non-operational period. 7.��Other Specifications and Requirements: Vendor must supply list of all replacement parts, all checks, and all other maintenance and service to be conducted at single annual maintenance down-time. Vendor must supply detailed checklists and instructions for maintenance during regular operation. Vendor must supply training video for operating the unit. Vendor must supply two days of on-site operation and maintenance instruction. Vendor must supply shipping to 72 Lyme Road, Hanover, NH. 03755. All training personnel and delivery personnel must be US citizens. If one required rating is different from another in these specifications due to the precise relationship between, for example, power, electrical supply amperage, cooling capability, etc, then it is required that the vendor use the more demanding specification in sizing the system. 8.� Anti-Terrorism/Operations Security (AT/OPSEC) 8.1.� Access and General Protection/Security Policy and Procedures:� Contractor personnel allowed on site shall follow all sign-in and security regulations as directed by the CRREL Security Office and the Technical Point of Contact (TPOC), and as listed below: i.������������� U.S. Citizens � Only U. S. Citizens are allowed on site. ii.������������ Personnel List � Contractor shall supply the TPOC with a list of his employees who will be working on the CRREL site. iii.����������� Positive Picture ID � Contract personnel shall provide a positive picture ID prior to site access. iv. ��������� Identification Badges � Badges are required. Contractor personnel are required to check in with Security when entering the Government site and receive a day badge. v. ���������� Weapons � No weapons of any kind are allowed on site either in vehicles or on persons. vi.� �������� Access/Deliveries � Contractor shall notify the TPOC 48 hours in advance or as soon as possible when Contractor or his subcontractors are to arrive or deliveries of equipment and/or supplies are to occur.� Contractor must receive his or his subcontractor�s own deliveries.� Government personnel are not allowed to receive deliveries for any Contractor. vii.��������� General Disruption � General disruption by Contractor is limited to the immediate work areas.� Contractor products, tools, and/or equipment shall stay within the immediate work areas. viii. ������� Tools/Equipment � Contractor is strictly responsible for the security of all products, materials, tools, and/or equipment used during the duration of this contract. 8.2� iWATCH Training:� The Contractor and all associated subcontractors shall brief all employees on the USACE iWATCH program.� This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC.� This training shall be completed within 45 calendar days of contract award and within 15 days of new employees commencing performance on the contract.� The Contractor shall provide certification of completion to the TPOC within 10 days of training completion.� Training documents will be provided by the Security Office. 8.3� PERSONNEL SECURITY SCREENING:� Pre screen candidates using E Verify Program:� The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award."" *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative.� This Form will be provided to the Contracting Officer and shall become part of the official contract file. Pre-Award submittals: The following submittals must, at minimum, be included in the vendor�s quote�for this unit for review: Calculations showing that the proposed configuration meets the power supply limitation requirements. Calculations showing that the proposed configuration meets the ammonia charge limitation requirements. Calculations showing that the proposed configuration meets the cooling capability requirements. Design drawings showing that the basic unit configuration meets that required and includes a process glycol system configured as required. Structuring the Price Proposal:�� Offeror shall provide a quote with the price to purchase the chiller unit as one item, the delivery as a second item, the training as a third item, and the post-award submittals and post-award conference to review and approve them as a forth item. Ship to Location:� Shipping to CRREL, 72 Lyme Road, Hanover NH 03755. Post-award submittals: 100% detail design drawings. Complete list of all parts to be used in the system. Electrical wiring diagrams. Ammonia safety system configuration design. Operator�s manual and trouble-shooting guide. Please reference the attached RFQ for instructions to offerors and applicable provisions and clauses.� The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.� The following factors will be used to evaluate offerors: ability to meet the required technical specifications and price.
