- The VA Iliana Healthcare System in Danville Illinois is seeking sources with the capability all labor, material, supplies, equipment, reagents, management and supervision to implement and monitor a Boiler Water testing program for Sixteen (16) Low Pressure Steam Boilers and provide monitoring and treatment of two (2) cooling towers at the VA Iliana Healthcare Systems campus at 1900 East Main Street, Danville, II 61832. The NAICS code for the solicitation to be released is 325998, with a size standard of 500 Employees. Contractor shall respond with their capabilities, business size and socioeconomic status under the NAICS Code listed above. SDVOSB AND VOSB STATUS: For SDVOSBs/VOSBs: In order to receive credit, the Offeror shall submit a statement of compliance that it qualifies as an SDVOSB or VOSB in accordance with VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors. Offerors are cautioned that they must be registered and verified in Vendor Information Pages (VIP) database https://vetbiz.va.gov/ Responses shall be due by 12PM CDT on Friday August 20,2021. Responses shall be sent to kevin.adkins@va.gov A. Scope of work: The vendor shall provide all labor, material, supplies, equipment, reagents, management and supervision to implement and monitor a Boiler Water testing program for Sixteen (16) Low Pressure Steam Boilers and provide monitoring and treatment of two (2) cooling towers at the VA !Iliana Healthcare Systems campus at 1900 East Main Street, Danville, II 61832. B. Services to be provided: 1. Develop a comprehensive testing and chemical treatment program to maintain boiler water for sixteen (16) low pressure boilers located in six (6) separate locations within the following parameters : a. Soft Hardness 0-lPPM b. PALK 300-900 PPM c. MALK 20-50 PPM d. Sulfite 50-100 PPM e. Phosphate 5-15 PPM f. Conductivity 3500-4500 g. PH Condensate 7.5-8.5 h. The boiler information is as follows: i. Operating Pressure - <15 lbs. ii. Horse Power (4) 150 hp, (4) 125 hp, & (6) 100 hp iii. Feedwater Temp 165 Degrees 2. Provide all necessary documentation associated with the plan a. Monthly Service Visits b. Written reports c. Recommendations d. Lab Analysis to verify field tests 3. Provide Operator Training a. Required test equipment b. Reagents c. Guidance on feed rate adjustment to maintain to standard d. Monthly validation that standards are met 4. Provide chemicals as required to maintain water quality to specified standards for the sixteen (16) boilers a. Polymer treatment to inhibit mineral scale b. Sodium bisulfite to remove dissolved oxygen c. Neutralizing amines 5. Develop a comprehensive monitoring and treatment program for two (2) chilled water cooling tower located on the roof of building 104 to meet the following parameters: a. Conductivity 1600-2000 b. PH 8.4-9.2 c. Ca Hardness 200-600 PPM d. Total Alkalinity 20-500 e. Molybdenum 0.5-0.8 PPM f. Both cooling towers information are as follows: i. 150 gpm---50 tons ii. Model 4851 MARLEY AQUA TOWER iii. Cooling tower for emergency generator (drained after every use) 6. Provide all necessary documentation associated with the plan a. Monthly service visits b. Written reports c. Recommendations d. Lab analysis to verify field tests 7. Provide Operator training a. Required test equipment b. Reagents c. Guidance on feed rate adjustment to maintain to standard d. Monthly validation that standards are met 8. Provide chemicals as required to maintain water quality in the cooling towers to specified standards C. PERIOD OF SERVICES 1. Development of plan and implementation of services is for the period 1 October 2021 thru 30 September 2022 with four (4) additional One (1) year Options to be exercised at the discretion of the government. D. DELIVERY OF SERVICES 1. Development of plan is to be initiated as soon as practical after award. Initial deliverables are to be provided beginning 1 October 2021 and as required thru 30 September 2022. 2. Prior to work commencing, coordination with VAIHCS Engineering is required.
