As this is a Sources Sought Notice for market research purposes, the Government will not accept any technical questions at this time. This is a Sources Sought Notice to determine small business sources capable of providing annual fire extinguisher inspection/maintenance services per this notice under NAICS 561210 (Facilities Support Services). Small business size standard is $41.5 million. Product Service Code (PSC) is H399 (Inspection - Miscellaneous). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future.  This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/Services Branch, Fort Meade, SD, is not at this time seeking offers, and will not accept unsolicited offers.  Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract.  Although the term offeror is used in this notice, your respective organization s response will be treated as information only and shall not be used as an offer. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of providing Fire Extinguisher Inspection/Maintenance services for the St. Cloud VA Health Care System. DESCRIPTION OF SERVICE: The St. Cloud VA Health Care System requires fire extinguisher inspection/maintenance services for the St. Cloud VA Health Care Campus. PLACES OF PERFORMANCE: St. Cloud VA 4801 Veterans Drive St. Cloud, MN 56303 POTENTIAL SCOPE OF WORK: Vendor to provide service(s) on the fire extinguishers for their annual inspections/maintenance at the VA Medical Center, 4801 Veterans Drive, St. Cloud, MN, 56303. Approximate inventory follows: Dry Chemical; ABC and/or combinations: 2 ½ Lb. 70 5 Lb. 17 8 Lb. 4 10 Lb. 405 Wet Chemical; K 10 CO2 12 Water Mist 4 All inspection and maintenance shall be in accordance with the most current edition of the National Fire Protection Association s (NFPA) Code 10, OSHA Standard 29 CFR 1910.157, and the St. Cloud Veterans Affairs Medical Center (VAMC) local policy stated herein. It is the vendor's responsibility to determine the required inspection, maintenance and servicing based upon information from each extinguisher. A trained and certified person who has undergone the instructions necessary to reliably perform maintenance and has the manufacturer's service manual shall service the fire extinguishers. Certification must be presented at time of contract issuance and remain current to those individuals that will perform Annual Inspections, and ""Six-Year"" service. Maintenance, servicing, and recharging shall be performed by trained and certified persons having available the appropriate servicing manual(s), the proper types of tools, recharge materials, lubricants, and manufacturer's recommended replacement parts or parts specifically listed for use in the fire extinguisher. Documentation of servicing personnel's current certification shall be required with bid submission. Training documentation must include NFPA Code 10 covering service, recharge, placement and hydrostatic testing of fire extinguishers and system cylinders. Maintenance and servicing must be in compliance with manufacturer's recommendations. Fire extinguishers removed from service for maintenance or recharging shall be replaced by a fire extinguisher suitable for the type of hazard being protected and shall be of at least equal rating. Such temporary extinguisher use shall be supplied by the vendor at no additional charge. Service provided shall meet all applicable inspection and maintenance required for monthly, annual, and other required scheduled procedures such as but not limited to ""six-year"" and hydrostatic testing. All wet chemical agents required to be discarded must be disposed properly off of the VAMC premises by the vendor. Where a fire extinguisher cylinder or shell has one or more of the following conditions, it shall not be hydrostatically tested but shall be condemned or destroyed by the owner or at the owner s direction: 1. Where the cylinder threads are worn, corroded, broken, cracked, or nicked 2. Where corrosion has caused pitting, including pitting under a removable nameplate or name band assembly 3. Where the fire extinguisher has been exposed to excessive heat, flame, or fire 4. Where the depth of a dent exceeds ho of the greatest dimension of the dent if not in a weld or exceeds 74 in. (6 mm) if the dent includes a weld 5. Where any local or general corrosion, cuts, gouges, or dings have removed more than 10 percent of the minimum cylinder wall thickness 6. Where a fire extinguisher has been used for any purpose other than that of a fire extinguisher. Information indicating location of portable fire extinguishers will be provided by VAMC Safety Section. Vendor is required to check in/out daily with Safety Section. Identification badges will be furnished by VAMC and must always be displayed above waist height. Vendor vehicles, supplies, and tools must be secured at all times. Due to the nature of our operation there may be areas into which the Vendor may not enter unaccompanied by VAMC staff therefore, Vendor is required to notify the Safety Section of progress and to follow direction regarding working locations. Working hours are 8:00 A.M. to 4:30 P.M. Monday through Friday. Work is to be completed within the month of September 2021. Payment will be made upon receipt and approval of all documentation. Any deviations in work schedule will be approved by the Contracting Officer.
