- Subject to FAR Clause 52.215-3, entitled �Solicitation for Information and Planning Purposes,� this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated single award Firm Fixed Price (FFP) type contract under NAICS code 621511, Medical Laboratories, with a size standard of 35 millions of dollars. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Norfolk Naval Shipyard (NNSY) is issuing this sources sought request for information as a means of conducting market research to identify parties having an interest in and the resources to support a contract to test individuals for the SARS-CoV-2 virus.� Specific test(s) to be used will be determined based on the market research received from this Sources Sought Notice. Interested sources shall be capable of providing all manpower, management, tools, equipment, services, test kits, materials and supplies necessary to support and complete the administration of testing at a designated location and at the minimum daily testing throughput set forth below. Administration of testing at a designated location includes: registration of test participants; collection and retention of signed testing consent and disclosure forms; collection of test samples; packaging of test samples for shipment; shipment from the test collection point to the designated processing laboratory and timely reporting of test results, both aggregate and individual. As to collection of test samples, the contractor shall be capable of collecting testing samples for a minimum of 8 hours per day. Each designated location shall be capable of administering a minimum testing throughput of 150 tests per hour. The daily viral testing capacity should be approximately1200 people per day and administered during 1st shift for Norfolk Naval Shipyard. The contractor shall perform testing efforts on a daily basis during regular business operations, excluding weekends and official federal holidays. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for Small Businesses (in full or in part) or procured through full and open competition, or other than full and open competition, and/or multiple awards MAY be made. All Small Business Set-Aside categories will be considered. This announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and a contract will not be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. If a solicitation is released at a future date, it will be synopsized on the SAM.gov website.� It is the responsibility of any potential offeror to monitor this site for additional information pertaining to this requirement. � If your organization has the potential capacity to provide these needed resources, please provide the following information: �1.) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization. 2.) Tailored capability statements addressing methods of testing to include PCR and/or Antigen screening tests, maximum hourly and daily throughput of tested personnel, expected duration of time between administration of tests to delivery of results provided to tested individual and the cognizant Government management officials. Appropriate documentation supporting claims of organizational and staff capability, adherence to established FDA Emergency Use Authorization approved screening testing methods, testing facility locations and/or �required space for structure to establish mobile testing unit, if needed, and a description of a delivery method for test results. 3.) Contractor and Government Entity (CAGE) Code. 4.) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
