- Professional Consultant for Colorado River Basin Salinity Control Program Type: Sources Sought 1. Notice This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541620, Environmental Consulting Services, which has a corresponding Size standard of $16.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Description The Bureau of Reclamation's overall objective is to acquire contractor services to provide consultation related to the Colorado River Basin Salinity Control Program, which was designed to meet the objectives of the Colorado River Basin Water Quality Standards. These standards include a plan of implementation to limit further degradation of water quality in the Colorado River that provides water to southern California, Arizona, Nevada, New Mexico and Mexico. The objective of the Program is to minimize salt loading in the Colorado River system by seeking cost-effective regional solutions to the problem. The contractor is to provide coordination and communication with various federal and non-federal salinity control participants, to participate in meetings, to review and prepare reports and meeting minutes to foster communication and sharing of salinity control information among the participating federal agencies and the seven Basin States. This effort requires the Contractor to: -Provide coordination and communication with various federal and non-federal salinity control participants. -Participate in meetings and document issues, take meeting minutes, and review status of the program. -Attend meetings/conference calls to provide technical analysis and consultation on program issues. -Review reports from meetings and provide analysis on reports. Analysis includes hydrologic, engineering, and geologic analysis. -Assist Reclamation with determining which locations in the Colorado River Basin require trips for discussion/analysis and provide coordination of the trips. -Distribute write-ups from various meetings (i.e., reports, meeting minutes, technical data). -Foster communication and sharing of salinity control information among the participating federal agencies and the Basin States. 3. In addition, please identify the roles associated with the teaming arrangement. c) Provide other relevant topics, concerns, or information not addressed in this posting.
