- Description
- Purpose: The Great Lakes Saint Lawrence Seaway Development Corporation (GLS or Corporation) is seeking sources for small businesses qualified to complete the construction of a multi-story commercial building approximately 10,000 square feet at Eisenhower Lock, 76 Barnhart Island Road Massena NY, 13662. Background: The GLS is a wholly-owned U.S. Government Corporation within the U.S. Department of Transportation which owns and operates that portion of the Great Lakes St. Lawrence Seaway (Seaway) in U.S. territorial waters between Lake Ontario and Montreal, Canada, including two navigation locks: Eisenhower and Snell Locks. The Corporation�s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway, which includes maintenance, repair, and/or replacement of structures and facilities. As a result, it owns and operates a visitors� center located adjacent to Eisenhower Lock in Massena, NY. Project Scope: The GLS has a requirement to construct a multi-story commercial building approximately 10,000 square feet to replace its current visitors� center by September 13, 2022. The construction will be in accordance with issued for construction drawings and specifications and will include reinforced concrete foundations and structural steel framing. This project includes all: utilities; communications support; site improvements; pavements; electrical systems; heating, ventilation, and air conditioning systems (HVAC); fire detection and protection features; security enhancements; exterior and interior finishes, and other supporting work necessary to make a complete and useable facility. The GLS plans to solicit bids on or about October 1st, 2021, for this project. The range of magnitude for this project is expected to be between $5 million and $10 million. Submission: RFI: Interested firms shall submit the following for this RFI: Provide your company name and point of contact. Please e-mail a capability statement and other relevant information. Return completed Market Survey Questionnaire. Please provide up to three examples of projects substantially completed the last ten years in which you have demonstrated the following construction capability and identify your role in the project.� Please provide at least a point of contact with email address and phone number.� Projects will be considered similar to this procurement if they are similar in complexity, type, scope and magnitude.� For this solicitation, a similar project is defined as the complete construction of a multi-story commercial building approximately 10,000 square feet. The range of magnitude for this project is expected to be between $5 million and $10 million. The e-mail subject must contain Construction of Eisenhower Lock Visitors� Center in the subject line. Questions regarding this announcement shall be submitted in writing by e-mail to jason.brockway@dot.gov and lisa.healy@dot.gov. Verbal questions will not be accepted and the SLSDC will respond to questions at its discretion. All communications will be sent via e-mail and shall not contain proprietary information.� All responses shall be submitted prior to August�19, 2021, 2:00 pm (ET) to jason.brockway@dot.gov and lisa.healy@dot.gov. Vendors who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt. The SLSDC reserves the right to review late submissions but makes no guarantee that they will be reviewed. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The RFI is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), Invitation for Bids (IFB) or a promise to issue an RFQ or RFP. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
