- Justification and Approval Notification | Page 2 of 2 Notice of Intent to Sole Source This is a Notice of Intent to Sole Source the following requirement. Reference #: 36C24521Q0720 Preventative maintenance contract for automatic doors. Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). This is not a request for proposals. This notice does not represent a commitment by the government to pay for costs incurred from the preparation and/or submission of data in response to this notice. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received in response to this Notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. PURPOSE: This request is for contract services for FY-21 as Base Year, plus 4 Option years to cover Preventive Maintenance (PM) and repair of the Besam automated mechanical Rotating Entry Door System located at the main entrance of the Baltimore VA Medical Center, 10 N. Greene ST. Baltimore, MD. 21201. Type: 2 Wing Number of Doors: (1) Manufacturer: Besam | ASSA ABLOY Entrance Systems Base Year: 9/1/2021 through 8/31/2022 Option Year One (1): 9/1/2022 through 8/31/2023 Option Year Two (2): 9/1/2023 through 8/31/2024 Option Year Three (3): 9/1/2024 through 8/31/2025 Option Year Four (4): 9/1/2025 through 8/31/2026 Government need: Contractor shall have two (2) planned maintenance visits annually. During these visits, the Contractor will inspect all door automation parts, equipment, motors, gear box, controls, belts, idler wheels, connecting rods, top and bottom guides, sensors, relays, switches, seals, etc. Contractor will adjust, lubricate and, whenever required by the wear and tear of normal automatic door usage, repair or replace the equipment, using trained personnel employed and supervised by Contractor to maintain the equipment in proper working condition. Contractor will furnish all door automation parts, equipment, motors, gear boxes, controls, belts, idler wheels, connecting rods, top and bottom guides, sensors, relays, switches, seals, fluid drainage, lubricants, and cleaning compounds/ equipment etc. Regularly and systematically maintain the motor units, including cleaning, inspect brushes and replace if needed and changing of the drive belts on the revolving door units if required. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: ASSA ABLOY service contracts, only the ASSA ABLOY company can work on them, as third parties are not trained or authorized to work on an ASSA ABLOY door system. Most importantly third parties can not buy or re-sale OEM parts. Description of market research conducted and results or statement why it was not conducted: Using any other source other than Besam ASSA ABLOY will yield increased cost and maintenance due to incompatible parts and service requirements. Another company will need to learn our building layout and well as electrical equipment and locations. There were a couple other door companies that had less than desired past performance history at the Baltimore facility. Stanley Door company can work on the newer models, but they are not as familiar with the older automatic door equipment and Nelco (Door company) focus is working on vault doors.
