- This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, 10 U.S.C. Section 2304 (c)(l), as implemented by the Federal Acquisition Regulation (FAR) 6.302-l(a)(3), when acquiring utility services, circumstances may dictate that only one supplier can furnish the service; or when the contemplated contract is for the construction of a part of a utility system and the utility company itself is the only source available to work on the system and 41 U.S.C 253(c) (1) - FAR 6.302-5 (Authorized or required by Statue), to Mississippi Power Company., located at 2992 W. Beach , Gulfport, MS 39501. The Vendor shall provide Power Distribution Maintenance and Repair for the Gulf Coast Veterans Health Care Systems Biloxi, MS. These services are on a mandatory General Wide Area Contract (GWAC) GS-00P-15-D-1136 which expires 12/15/24. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 08/16/2021 at 12:00PM CST, to tina.harris3@va.gov . When responding to this announcement, respondents should refer to Contract Opportunities 36C25621Q0019_1, Notice of Intent in the subject line. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required power distribution maintenance and repair. Responding as an interested party under the www.beta.sam.gov website doesn t constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after 12:00PM, August 16, 2021, no viable responses have been received in response to this announcement, NCO 16 shall award solely to Mississippi Power Company. The Government anticipates the award of a firm-fixed price contract on GWAC schedule. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
