� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � Pre-Solicitation Notice It is the intent of the National Library of Medicine on behalf of the NIH Office of the Director, Office of the Chief Information Office, to award a sole source procurement to Trusted Integrations, Inc. (Trusted Integration) for the continued acquisition of commercially available Trusted Integration brand-name compliance solutions software products and professional support services. The sole source contract will provide continued assistance to the National Institutes of Health (NIH) in complying with the requirements of the Federal Information Security Management Act of 2014 (FISMA). Continued use of Trusted Integration�s Trusted Agent FISMA and Trusted Agent Certification and Accreditation (C&A) software products and professional support services will enable NIH to meet FISMA reporting requirements established by the Office of Management and Budget (OMB), and improve oversight of the NIH Information Security Program. The objective of the sole source contract is to acquire continued use of a software solution, including professional support services, that integrates, standardizes, and enhances the existing governance, risk management, and compliance (GRC) processes, and enables NIH to meet the complex and evolving requirements of FISMA. The sole source contract to Trusted Integration has provided Trusted Agent FISMA and Trusted Agent C&A software licenses and professional support services on a non-competitive basis to NIH since 2008. The Department of Health and Human Services (HHS) is in the process of completing and implementing its Department-wide Continuous Diagnostics and Mitigation (CDM) Program. The CDM Program will allow for HHS to monitor personnel security, networks, and information systems. As part of the CDM Program, NIH is evaluating a governance, risk, and compliance (GRC) tool that has not be completed to date. Therefore, using a single FISMA and C&A solution will enhance the ability of the HHS Office of the Chief Information Officer (OCIO) to document, track and evaluate trends and common issues. Once the GRC tool has been assessed and is ready for use, NIH will transition from Trusted Integration�s software products and professional support services to the selected new system. Once the new system is in place, NIH will no longer have a need to utilize Trusted Integration�s software products and professional support services. NIH has a critical need for a sole source contract for continued application support of the Trusted Agent FISMA and Trusted Agent C&A software products and professional support services until the new NIH system has been implemented. Trusted Integration has been determined to be the only source that can fulfill this requirement by providing all the software functionalities vital to NIH�s continued compliance with FISMA and OMB reporting requirements until the CDM Program is implemented. The sole source contract will consist of a 6-month contract with five (5), 6-month options. It is not the Government's intent to utilize more products and/or months of performance than is necessary.
