Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the University of California, Los Angeles (UCLA), for the support for a virtual workshop on Artificial Intelligence in Advanced Manufacturing. Sole Source determination is based on the need of continuing support for a virtual workshop on Artificial Intelligence in Advanced Manufacturing.� In April 2020, the National Science and Technology Council (NSTC) Subcommittee on Advanced Manufacturing and the Subcommittee on Machine Learning and Artificial Intelligence articulated cross-agency interest in the strategic and timely value of a Symposium on AI in Advanced Manufacturing. The two subcommittees recruited three co-chairs (representing academia, industry, and government), and established an organizing committee and an interagency advisory committee to plan the symposium. Discussions at the subcommittees lead to offers from NSF and NIST to cosponsor the symposium. Since lead co-chair is associated with the UCLA, this organization was selected as the lead in organizing and conducting the symposium. The symposium was structured as a three-workshop series. Workshop 1 was held on December 2 and 4, 2020.� Workshop 2 is currently in process and will conclude in August 2021.� Workshop 3 is scheduled for Fall 2021. NIST requires to maintain the same team of staff from UCLA to assure continuity of purpose and outcome, and to stay on schedule as requested by the NSTC Subcommittees. UCLA is the only know vendor capable in providing the support for a virtual workshop on Artificial Intelligence in Advanced Manufacturing. The North American Classification System (NAICS) code for this acquisition is 611710 �Educational Support Services. The small business size standard is $16.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 a.m. Eastern Time on August 20, 2021will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
