- Total Small Business Set-side� Questions Due August 13, 2021 4:00 PM �via email to Kimberly.Tran@usdoj.gov Proposal Due� August 30,2021 2:00 PM via email to Kimberly.Tran@usdoj.gov� Technical Support for the Environment Crime Victim Rights Program The U.S. Environmental Protection Agency � Office of Criminal Enforcement, Forensics, and Training (EPA/OCEFT) and the U.S. Department of Justice � Environment and Natural Resources Division (DOJ/ENRD) lead federal environmental criminal enforcement efforts. �Collectively, these agencies investigate and prosecute environmental crimes.� Since enactment of the Crime Victims� Rights Act (CVRA) in 2004, EPA/OCEFT and DOJ have addressed environmental crime victim issues on a case-by-case basis. �DOJ/OVC), EPA/ OCEFT, and DOJ/ENRD entered into an interagency agreement (Joint Agreement) to continuing the development and implementation of the Environment Crime Victim Assistant Program (Assistance Program), and developing specific training to address the unique and complicated issues associated with victims of environmental crime.� Contractor support is required for on-going DOJ/ENRD and EPA/OCEFT efforts to develop and implement the pre- and post-charging elements of the Assistance Program. �The project requires subject matter expertise to support development of programmatic documents to assist prosecutors, law enforcement, and victim-witness specialists with meeting their obligations to victims required by federal law, the Attorney General Guidelines for Victim and Witness Assistance, and other DOJ and EPA/OCEFT policies.�
