- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 140F0621Q0114 is issued as a request for quotation (RFQ). The anticipated award date is within 20 days after the close of this announcement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated 07/12/21. This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 115112 Soil Preparation, Planting, and Cultivating. The small business size standard is $8.0 Million. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. Line Item Description(s): Arial Herbicide Application Delivery Schedule/Period of Performance: One day application Preferred active translocation season is between May 1-31, 2022 Second choice season is August 15 - September 30, 2022 Location of Work: Back Bay National Wildlife Refuge 4005 Sandpiper Road Virginia Beach, VA Terms & Conditions: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition (refer to terms and conditions for details) Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items and submit with its offer. Required Submittal Documents: Offerors responding to this solicitation must submit the following documents: SF 1449: Provide a completed SF 1449 with signature. SF 30: If applicable, provide signed amendments (SF30) Price Quote: Contractor quote must include your DUNS number, Company Name, Address, Point of Contact (POC), POC email & phone number and must provide per acre cost (inclusive of all costs and fees). Past Performance: Past Experience and References Questionnaire must be completed Technical Capability: Provide a technical proposal that addresses your experience and understanding of the requirement and your planned approach to achieve the goals as described in the SOW. Proposals that merely offer to provide supplies or services as described in the SOW will not receive further consideration for award. General statements may be considered less favorably than a more detailed technical proposal. Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package. An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include past experience, technical experience and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the past experience and/or technical superiority outweighs the price difference.
