- NOTICE OF INTENT: The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis. This will be the only notice of the Government's intent to solicit, negotiate, and award a firm-fixed price contract to one source.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. The statutory authority for this sole source requirement is 41 U.S.C. 1901 as implemented by FAR 13.5. SUPPLY/SERVICE INFORMATION: NIAID anticipates awarding a contract by 09/01/2021 to SomaLogic, Inc. 2945 Wilderness Place, Boulder, CO 80301 for the following requirements: � � �SomaScan Assay Data for human serum samples (see attached Statement of Work for details) All responsible sources may submit a capability quotation, which shall be considered by the agency, via email to Christine Illanes at Christine.illanes@nih.gov by 6:00 PM on August 25, 2021. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. A determination not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government. Any response to this notice that is received after the closing date and time is late and will not be considered. SOLE SOURCE JUSTIFICATION: The SomaScan is a proprietary test provided solely by SomaLogic. The SomaScan assay has the following unique features: Assay qualification studies show that the SomaScan Assay performs with median sensitivity of 100 fM (limit of detection) and median coefficient of variation (CV) of approximately 5% across all analytes measured repeatedly in replicate runs of biospecimens. In addition, the overall detection range of the platform spans 8 logs of dynamic range in serum. The Assay provides high throughput (96 samples per plate), highly multiplexed (>7,000 analytes), rapid (<48-hour turnaround) results. No other kit or technology can measure as many analytes in serum as quickly, precisely, or with equally lower serum volume requirements. �
