- PART I � COMBINED SYNOPSIS/SOLICITATION LINEN CLEANING AND SUPPLY SERVICE, BLACKWELL JOB CORPS CENTER, 4155 COUNTY HIGHWAY H, LAONA, WI 54541 PERIOD OF PERFORMANCE:� September 1, 2021 through August�31, 2022 with four (4) one (1) year option periods. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1044113. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated July 12, 2021. This acquisition is solicited as a total Small Business Set-aside under NAICS Code 812331 with a small business size standard of $35M. See the attached Schedule of Supplies or Services for line item numbers and items, quantities, and units of measure, including option years.� The attached bid schedule shall be used to develop and submit price proposals. Basic description of this acquisition and resulting contract is to provide all supervision, labor, management, supplies, materials, transportation, and equipment (except as otherwise specified in the Performance Work Statement) necessary to perform work required for the pickup of soiled linens consisting of towels and aprons; and area rugs and the replacement of same on a weekly and/or bi-monthly basis to the Blackwell Job Corps Center in accordance with the specifications and provisions contained herein.� See Part III �Contract Documents and Attachments� of this RFQ for a full description of the requirements. One single award shall be made against this acquisition as Firm Fixed Price contract.� The period of performance for this IDIQ contract shall run September 1, 2021 through August 31, 2022 with four (4) one (1) year option periods.� Pickup and delivery services shall be performed at the Blackwell Job Corps Center, 4155 County Highway H, Laona, WI 54541. Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items applies to this acquisition and are included in Part III of this RFQ. Award shall be made to the lowest, responsible, responsive offeror with the most favorable past performance who�s offer best conforms to the solicitation requirements, terms and conditions. To be considered responsive, all offerors shall have and maintain an ACTIVE registration in the System for Acquisition Management (SAM), to include completion of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items.� As a part of the submission package, all offerors shall certify they hold an ACTIVE registration in SAM.� SAM can be electronically accessed at System for Award Management (sam.gov) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and are attached in Part II of this RFQ. All questions regarding this acquisition must be submitted in writing by 12:00 pm Mountain Time, Thursday, August 12, 2021 to melissa.donato@usda.gov. All offers must be received electronically at melissa.donato@usda.gov by the closing date and time for receipt of offers being Wednesday, August 18, 2021 @ 12:00 pm Mountain Time.� Late proposals will not be considered.
