- This pre-solicitation synopsis is an update to the Department of Homeland Security (DHS) Aquisition Planning Forecast System (APFS) record F2020050971, along with also updating the Sources Sought Notice�(SSN) 70Z02320SSNMH60T previously published to this SAM.gov website. Per the Federal Acquisition Regulation (FAR) Subpart 5.207, ""Preparation and Transmittal of Synopses"", the United States Coast Guard (USCG) is publishing this notice to inform vendors of an upcoming solicitation. The USCG will solicit for a non-commercial, single-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with which to procure electrical wire harness kits. These kits will be used on the USCG's MH-60T helicopters. The Statement of Work (SOW) and drawings will largely be line with what was posted for the SSN #�70Z02320SSNMH60T, although updates to those documents have been made as a result of industry feedback. The official copies will be attached to the solicitation and vendors may participate in the solicitation process even if they did not respond to the SSN previously posted. The IDIQ will consist of Cost-Plus-Fixed-Fee (CPFF) Contract Line Item Numbers (CLINs) for the updating of the USCG's Technical Data Package (TDP) related to the kits, along with Firm-Fixed-Price (FFP) CLINs for the production of the kits. Finally, there will be a small amount of money on the Cost-Reimbursement (CR) CLINs for travel. The vast majority of the spend under this IDIQ is expected to be on the FFP CLINs. The guaranteed minimum under this IDIQ will be the placement of one (1) order by the USCG. To meet this guaranteed minimum, the USCG intends to award the IDIQ and the first delivery order simultaneously, with the first delivery order expected to be for eighteen (18) wire harness�kits. The IDIQ envisions a total of sixty-five (65) wire harness kits across the base period and an additional four ordering periods. Please note that the IDIQ will have a total five (5) year period of performance - between the base period and the four ordering periods, each one (1) year in length�- and subsequent�periods will begin immediately after the conclusion of the previous period. There will be no options to exercise at the IDIQ level. The solicitation and award of this procurement (along with the contract administration) will be performed�by contracting personnel at the USCG Headquarters in Washington, D.C., located at 2703 Martin Luther King Junior Avenue Southeast (SE), with a Zone Improvement Plan (ZIP) code of 20593-7828. The solicitation number will be 70Z02321RAMH00500 and it will be open to any vendor who is a small business under the North American Industry Classification (NAICS) code noted above. Per FAR Subpart 5.203(a), ""Publicizing and Response Time"", the USCG intends to release the solicitation fifteen (15) days after the publication of this notice. The USCG will hold open�the solicitation�for thirty (30) calendar days, which will include a question-and-answers (Q+A) period. After the receipt of proposals, the USCG will conduct source selection evaluation and intends to award the IDIQ as soon as possible. The TDP updates and the kits themselves shall be delivered by the successful Offeror to the USCG's Aviation Logistics Center (ALC) in Elizabeth City, North Carolina, located at 1664 Weeksville Road, with a ZIP code of 27909. The USCG's expected delivery timeline from the successful Offeror�is roughly two (2) kits every ninety (90) calendar days (e.g., two (2) kits per quarter).
