Description
This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees. The Government requires the purchase of the following: TEM200-50 Free Space Visible Range Acousto-Optic Modulator Substrate: TeO2 Dimensions: 42.80 mm x 22.40 mm x 13.00 mm Center Frequency: 200 MHz Active Aperture: 0.1 mm x 2 mm Beam Diameter (inside crystal): 0.055 mm Optical Damage Threshold: 100 W/mm2 Rise Time: 11 ns Digital Modulation Bandwidth: 50 MHz Optical Transmission: >95% Extinction Ratio: >1000:1 Wave Front Distortion: ?/10 Acoustic Velocity: 4.2E+3 m/s Input Impedance: 50 ohms VSWR: Linear RF Connector: SMA The specific wavelengths required, along with their quantities and individual technical specification, are listed below: TEM200-50-413 Free Space Visible Range Acousto-Optic Modulator Quantity: 2 Wavelength: 413 nm Bragg Angle: 9 mrad RF Power: <1 W Efficiency: ~85% TEM200-50-455 Free Space Visible Range Acousto-Optic Modulator Quantity: 4 Wavelength: 455 nm Bragg Angle: 11 mrad RF Power: <1 W Efficiency: ~85% TEM200-50-493 Free Space Visible Range Acousto-Optic Modulator Quantity: 6 Wavelength: 493 nm Bragg Angle: 12 mrad RF Power: <1 W Efficiency: ~85% TEM200-50-585 Free Space Visible Range Acousto-Optic Modulator Quantity: 2 Wavelength: 585 nm Bragg Angle: 14 mrad RF Power: <1 W Efficiency: ~85% TEM200-50-614 Free Space Visible Range Acousto-Optic Modulator Quantity: 2 Wavelength: 614 nm Bragg Angle: 15 mrad RF Power: <1 W Efficiency: ~85% TEM200-50-640 Free Space Visible Range Acousto-Optic Modulator Quantity: 4 Wavelength: 640 nm Bragg Angle: 15 mrad RF Power: <1 W Efficiency: ~85% The Government intends to negotiate a sole source contract with: Brimrose Corporation of America 19 Loveton Circle Hunt Valley Loveton Center Sparks, MD 21152 The Government has determined that no other source can meet this requirement. It is essential to have a high-performance visible-range free-space acousto-optic modulator that will satisfy the requirements of the trapped ion labs experiment. This system has been shown to work well for similar experiments. They are the only known source of the system described in above. If these items are not purchased with these specifications, it will lead to a significant degradation in future experiments, yearly program milestones will not be met and a loss of two person years of work. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement or quote, which shall be considered by the agency. All inquiries should be sent by email to jennifer.calandra-willson@us.af.mil. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 15 September 2021.
