Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 1. Request for Quote�(RFQ) #: SP4704-21-Q-0030 2. Solicitation document and incorporated provisions and clauses are those in effect through the�Federal Acquisition Circular 2021-06. 3. The North American Industry Classification System (NAICS) Code is 519130. The small business size standard is 1,000 employees. This acquisition is unrestricted. 4. CLIN Structure: DLA Contracting Services Office (DCSO) anticipates award of a firm fixed price contract that includes a base period(CLIN 0001) and two 12-month option periods (CLIN�1001 and CLIN 2001). 5. Description of Services to be acquired: This acquisition is to provide an internet subscription for�location and managing parts. This requirement is to support end users with the most advanced�Web technology available to ensure rapid data parts information to support DLA-AVN customers�and the warfighter 24-hours a day, 7-days a week. 6. Quantity, description, and required delivery dates for the item: See attached Purchase Description�(PD)�for further details. 7. FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The�following addendum applies: -Contractor will submit a technical approach that meets everything that is listed in the Purchase�Description. The Contractor shall assure that there is a complete understanding of the�requirements set forth in the attached document. Please refer to the attached for all additional�requirement details. Limit submission length of technical approach to 20 pages single sided.�Preferred transferal method is email submission to POC shown below. -The contractor must be registered in the System for Award Management (SAM) prior to�submitting a quote. If not already registered in SAM, go to https://www.sam.gov/ to register�prior to submitting your quote. 8. FAR Provision FAR 52.212-2, Evaluation-Commercial Items, is applicable and the following applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Approach; and 2. Total Evaluated Price -Contracting officer will determine the total evaluated price is fair & reasonable based on one or more of the price analysis techniques under FAR 13.106-3. Contractor must provide a price breakdown to include (See Schedule B): Total evaluated price Total price for base period Total price for option periods -Contracting officer reserves the right to conduct exchanges in accordance with FAR 15.306. -The Government is utilizing a Tradeoff evaluation process where technical approach is significantly more important than total price. The Tradeoff process is appropriate when it is in the best interest of the Government to consider award to other than the lowest price quoter or other than the highest technically rated quoter. This process permits tradeoffs among cost or price and non-cost/price factors and allows the Government to accept other than the lowest priced quote. As the technical merits of the quotes become more equal, price may become the determining factor. The Government's objective is to obtain the highest quality services considered necessary to achieve the required objectives. The non-price factor will result in considerable benefits to the Government. -Technical Approach will be evaluated based upon the experience and expertise in meeting the requirements identified in the Purchase Description (PD). To be determined technically acceptable, the offeror must adhere to everything that is listed in the attached PD. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received. (c) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). 9. Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and�Certifications-Commercial Items, with its offer. 10. Please propose an invoicing/payment schedule if vendor anticipates submitting invoices other�than at the end of the base period and if exercised at the end of each option periods. 11. Duration of the contract period: The estimated base period is September 30, 2021 to September�29, 2022 and if exercised two 12-month option periods. Quotes must be submitted by email only to�Thomas.J.Walsh@dla.mil by 3pm EDT, August 20, 2021. Please ensure that clauses 52.204-24 Representation Regarding Certain Telecommunications and Video�Surveillance Services or Equipment (Oct. 2020), 52.204-26 Covered Telecommunications Equipment or�Services-Representation (Oct. 2020), and any other fill-in clause are filled in.
