Description
THIS SOURCES SOUGHT/REQUEST FOR INFORMATION IS ISSUED FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT CONSIDERED A SOLICITATION. The purpose of this sources sought/RFI is to gain knowledge of businesses that are capable of satisfying the following work requirements: Statement of Work Winterize Building Sprinkler System Place of Performance: 940 Belmont Street, Brockton, MA 02301 Building 45 Period of Performance: 21 days. There are no options. 2. General Description of Work: The service will replace the water in the building 45 wet pipe sprinkler system with a 35% premixed safe-t-therm HD inhibited propylene glycol or approved equal. The glycol will provide added freeze protection for the sprinkler pipes while the building is vacant. 3. List of Drawings: N/A 4. General Requirements: The campus is the VA Boston healthcare System, Brockton campus. Work is in Building 45, VISN 1 Laundry. Schedule work and coordinate access to the site with the project COR. Schedule sprinkler system outage at least 72 hours in advance of work. Contractor shall isolate and drain building 45 sprinkler system. Provide approximately 1100 gallons of 35% pre mix Safe-T-Therm HD inhibited propylene glycol to the building 45 sprinkler system. Provide new tamper switch, flow switch, two heat detectors and connection to the Bldg 45 fire alarm system in accordance with NFPA 70, National Electric Code and NFPA 72, National Fire Alarm code. Provide conductors in electrical metallic tubing (EMT). Set screw couplings are authorized. Demonstrate tamper switch and flow switch operation to the COR. Building 45 is currently not occupied. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Coordinate with VA COTR. Contractor shall receive an approved permit from the VA prior to beginning cutting, welding or burning. Contractor shall designate its responsible project-site fire prevention program manager to permit hot work. Smoking: Smoking is prohibited on site. Dispose of waste and debris in accordance with NFPA 241. Remove from the building daily. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with VA COTR and facility Safety Manager. Utilities Services: Maintain existing utility services for Medical Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut or disconnect existing water, fire alarm, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by VA Contracting Officer. Protection: Provide the following protective measures: Temporary protection against damage for portions of existing structures where work is to be done, materials handled and equipment moved and/or relocated. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protection shall be maintained intact until all work in the area is completed. Provide cover and protection for computer racks and equipment in room AB-28. HEPA vacuum all dust and debris. Contractor is authorized the use of the building 45 public restrooms. Security Procedures: General Contractor s employees shall not enter the project site without appropriate medical center issued Personal Identification badge (PIV). All contractor employees may also be subject to inspection of their personal effects when entering or leaving the project site. For working outside the regular hours as defined in the contract, The General Contractor shall give 3 days notice to the Contracting Officer Representative (COR) so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. No photography of VA premises is allowed without written permission of the Contracting Officer. VA reserves the right to close down or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. Motor Vehicle Restrictions Vehicle access outside of the contractor s parking lot shall be restricted to picking up and dropping off materials and supplies. General Contractor and its employees are authorized to park in designated contractor s parking lot. A parking place is not guaranteed for each employee and subcontractor. The contractor s lot is a shared space used by all campus contractors for parking, office trailers and storage. Space becomes limited at times. SUBMITTAL REQUIREMENTS: Contractor shall provide submittals as indicated in the Schedule of Contractor s Submittals listed at the end of this section. The Contractor shall furnish to the Contracting Officer, for his/her approval, four (4) prints of all shop drawings, product data, Materials Safety Data Sheets (MSDS), and catalogue cuts, of all equipment furnished under this contract, before purchase, manufacturer or construction. The Contracting Officer will examine these submittals and one copy returned to the Contractor for correction, if necessary. Contractor shall forward submittals in sufficient time to permit proper consideration and approval action by Government within 14 days after NTP. Contractor shall time submission to assure adequate lead time for procurement of contract required items. Delays attributable to untimely and rejected submittals will not serve as a basis for extending contract time for completion. Submittal Forms will be sent electronically and will be digitally signed by the contractor using a PDF writer program; such as Adobe Reader/Writer or Pro V Nuance, etc. Supporting Data, such as cut-sheets, etc., shall be scanned and emailed with each submittal. Itemized below is a list of materials requiring drawings, certifications, manufacturer s literature, data brochures, Material Safety Data Sheets, technical data, and samples. These materials as noted shall be submitted to the Contracting Officer by the Contractor for approval using the appropriate form approved by the Contracting Officer. Note that MSDS used on this project shall be submitted to the Contracting Officer. Copies of all approved MSDS shall be obtained from the Contracting Officer before starting any work requiring submittals as specified. All submittals, except warranties and operating instructions, as noted below, shall be submitted not later than 10 days after receipt of the Notice to Proceed or as specified by the Contracting Officer. Warranties and operating instructions are required at the completion of the Contract work. Four copies of all warranties and operating instructions shall be provided unless otherwise specified. Detailed Requirements: Minimum installation requirements are as follows: this statement of work; the National Electrical Code (2020); Massachusetts State Electric Code (7th Edition); Mass State Building Code (7th edition); and The National Fire Alarm Code (2021). Conductors shall be listed and labeled per UL 44, and 83. Raceway shall be type EMT (UL 797) raceway with steel insulated throat compression fittings. Outlet, junction and pull boxes shall meet UL-50 and UL-514A. Boxes shall be cast metal or sheet metal. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought notice are not considered adequate responses for a solicitation announcement. Responses to this sources sought/RFI are due by 12 pm EST time on August 16, 2021. Responses to this notice shall be submitted via email to issa.shawki@va.gov. Telephone responses shall not be accepted. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately from the responses to this request for information. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The NAICS code for this requirement is 238220 and a small size standard of $16,500,000.00
