This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $12,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide an advanced, multi-discipline tactical ground mobility course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. Provide advanced mobility training to prepare personnel for upcoming deployments. This training will include every aspect of rural mobility and advanced mobility military operations in urban environments. The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements Lead Scenario Planner/Coordinator (Instructors):� The lead scenario planners/coordinators shall have a minimum of ten (10) years in special operations and possess tactical driving experience.� The instructors shall have extensive knowledge in the preparation of international, austere off road driving courses, Special Operations Forces tactics techniques and procedures, preparation and the conduct of endurance off road courses, convoy operations, After Action Reports, programing and use of the AN/PRC-152 radio, and student critiques and the ability to supervise and manage a team of Contractor personnel. The instructor to student ratio shall be 1:3. Other Personnel: Opposing Forces:� The contractor shall provide a minimum of 2 personnel who will role-play as opposing forces. These 2 personnel can �double� as instructors for hands on training and participate in OPFOR for FMP and graded scenarios. The personnel shall use blank ammunition as well as explosive simulators. Additionally, the personnel shall be proficient in tactics and weapons handling to aid in realism of the training. Personnel fulfilling opposing forces shall have previous military, law enforcement, or first responder experience to simulate real combat scenarios. The contractor shall include a minimum of 1 additional personnel as needed for scenarios who shall role-play anything from host-nation contacts, potential threats, or simulated patients.� This additional person can �double� as instructors for hands on training and participate in OPFOR for FMP and graded scenarios. The instructors must be able to provide necessary documents as credentials ie career brief, job history, orders, or retirement summary. All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. Facilities Requirements The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 15 miles of range the location. Contractor facilities shall be expansive and contain multiple learning environments �under one roof� in order to mitigate schedule disruptions caused by unforeseen conditions/inclement weather.� In the event of inclement weather, the contractor facility shall have a covered overhang or enclosed structure capable of housing and protecting a vehicle from the elements and to facilitate static training (CASEVAC transload, dismount/remount maneuver�s, etc) to minimize delays in training. All training venues and learning environments utilized throughout the course shall be no further than 30 minutes between location(s) to maximize �time to train� and minimize training stoppages. The contractor shall be able to facilitate course of instruction for at least six (6) personnel. Training at private, commercial, State or local facilities that have been specifically developed, established, or operated for the purpose of training, such as that which will occur during the proposed training event. Planning and staging area shall have wifi, reliable electricity, and satellite imagery print-outs of training ranges for mission planning.� Additionally, area shall have wall mounted displays for mission briefings/classroom instruction. Contractor Materials Requirement Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles, which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed. All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day. Armored training vehicles, such as a modified Chevy Suburban, Toyota Land Cruiser or other like vehicles, capable of transporting 4 personnel, shall be utilized for tactical driving movements. The contractor shall provide sedan and SUV style vehicles, both armored and un-armored, to be used by role players and SOST members during full mission profiles.� These vehicles shall be used for all aspects of training. Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair. The awarded contractor will provide: all vehicle related training tools to include: parts for maintenance, tools, winches, vehicle recovery kits, and fuel. The contractor shall provide any weapons, ammunition, supplies, and materials to be use by the instructors, OPFOR and role players during training.� Blanks and simulated explosives shall be utilized. NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 1200. CST, 20 August 2021.
