- Description
- Contractor will construct a Spinal Cord Injury/Disorder Center (SCI/D) of approximately new 126,000 GSF in Palo Alto and decommission and raze a seismically and functionally deficient 1960 SCI/D facility. This project will include adding emergency generators and chillers to support the building. This project will include asbestos abatement, hazardous material mitigation and site restoration. Landscape and other exterior revisions associated with site work, utility feeds, cabling and impact moves are included within the scope of this project.� This project would have to be constructed to meet LEED Silver standards. The new SCI/D Center is a single building, approximately 126,000 GSF, in proximity to main hospital building (Building 100) at the existing Palo Alto VA Medical Center. Type of work Perform work in phases:� preparation for new construction, including infrastructure and site, new building construction, final site work, demolition of existing facility including site work and HazMat handling. Preparation/clearing in advance of new construction (parking lot re-work, site utility demolition/relocation) New construction of SCI (3 stories), including site work and utility connections Demolition of buildings in vicinity and reconfigure site (parking, landscaping, walkways) Perform surveying, designing and abating lead and asbestos material work Planning, developing and coordinating with the Owner a service disruption plan compliant with Joint Commission practices. Planning, developing and coordinating medical and lab equipment selection, layouts, workflows and utility support systems for architecturally significant equipment. Provision of pure water (deionized or reverse osmosis treatments) systems and medical gas systems for installation and certification. LEED Silver facilities and familiarity with LEED reporting requirements, construction processes & practices necessary to obtain Certification. Integration of construction processes with 3rd party commissioning efforts, ICC inspections and complying with findings. Constructing multi-storied facilities within a seismic zone. Developing a traffic control plan and accident prevention plan with the Owner and coordinating pedestrian and vehicular access while construction is ongoing. (2) If yes to either option listed #1, what are your concerns? Please be specific, and identify concerns that would impact your decision to participate in this procurement? (3) Does your company have experience in Design-Build or Design Bid Build projects? (4) Will the requirement for a conceptual design submission in the 2nd step of the procurement with a total project cost limitation be challenging (all things considered)? Please submit your concerns and experience with this. (5) What are some best practices from your company�s perspective that will help the Government prepare a DB or DBB procurement? (6) Will you attend a virtual forum to discuss this project and DB or DBB procurement? (7) If the government decides to continue as a DB procurement, what would your interest level be in pursuing this project using an early contractor involvement acquisition strategy?� What are the pros/cons to using this approach?� (8) Please provide an affirmative statement as to your firm�s ability to provide both payment and performance bonds in the reported magnitude of this acquisition. $200M-$250M.
