- Description
- The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) (PMW 790) intents to negotiate a sole-source source contract with Owl Cyber Defense Solutions LLC, 8840 Stanford Blvd., Suite 2100, Columbia, MD 21045, for eXtensible Chat Bridge (xCB) maintenance and help desk support. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR (FAR 6.302-1(a)) only one responsible source and no other suppliers or services will satisfy agency requirements. As the holder of SBIR Data Rights in xCB pursuant to 15 U.S.C. �638(r)(4), Owl is the sole seller and provider of the xCB product, including support. Text chat, used extensively by the Department of Defense (DoD) for communicating situational awareness, is highly effective in distributed, intermittent, low-bandwidth environments, and is critical for large numbers of distributed warfighters who must coordinate with other coalition partners. This is the only product compatible with the currently installed CENTRIXS-M system. Therefore, xCB is the only viable text chat product for CENTRIXS-M, and Owl is the only viable vendor for providing xCB support, as xCB products support is not available from third party resellers. Changing the system baseline to accommodate other vendor products would be extremely time consuming and costly. These steps would take two to three years and would include much more than simply purchasing a product. This would need to include engineering, testing, integration, and cybersecurity accreditation at a minimum. These costs would be in the millions of dollars. Therefore, it is not cost effective and could not be recouped via open competition. Solicitation N0003921R6011 is anticipated to be issued and subsequently awarded in Fiscal Year 2021. The prospective award is planned to be a one (1) year base period Firm-Fixed-Priced (FFP) type contract. The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, respondents may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice. The North American Industry Classification System (NAICS) code for this requirement is 541519. Responses to this notice should be submitted no later than (15) calendar days from the date of synopsis to Amanda Miller, Contract Specialist, amanda.l.miller194.civ@us.navy.mil, with subject �RFP N00039216011�.
