- Page 3 of 3 Notice of Intent to Sole Source The Department of Veterans Affairs, NCO 6 intends to award a sole source, FFP, Purchase Order to Johnson Controls Inc, for the procurement/purchase of a Server Upgrade to be implemented at the Asheville VAMC, 1100 Tunnel Road, Asheville NC 28805. The North American Industry Classification System (NAICS) for this requirement is 334290 with a small business size standard of 750 Employees. The Contractor shall provide and install the following; Three (3) 2U 8Bay 40TB Video Recording Server (BCD208-PVS-210-40T-8) Six (6) 8GB RAM for Xeon Scalable Series Processors (BCD-SA-8GB-2666-RECC) RAID Configuration One (1) Rack Mount APC (SMX1500RM2U) Contractor will replace three of the six existing recording servers to include updated operating system and expanded RAID storage to allow for IP camera implementation. Contractor will also mount a new APC Smart UPS for battery backup as needed. The current system in place at the Asheville VAMC was installed, maintained, and warrantied by Johnson Controls Inc. The government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than Monday August 16, 2021 by 11:00a.m. EST to Jerry.Mann@va.gov. Interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Also indicate whether the vendor is U.S. or foreign owned (in compliance with the Buy American Act). Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The upgrade includes replacing three of the six existing recording servers to include updated operating system and expanded RAID storage to allow for IP camera implementation. JCI will also mount a new APC Smart UPS for battery backup as needed. Requirement includes reconfiguring all cameras associated with the three existing servers in OnSSI. Vendor would leverage existing standalone security network and utilize customer provided rack space for the above mentioned recording servers and UPS. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The current system in need of upgrade at the Asheville VAMC was installed, maintained and warrantied by Johnson Controls Inc. Bringing in a different vendor would jeopardize the current configuration in regards to software/equipment, as well as void the current warranty. Description of market research conducted and results or statement why it was not conducted: Due to the sole source nature of this acquisition, market research was conducted by direct communication with the OEM (Johnson Controls Inc.). Communications revealed one SDVOSB (Davko Services) that the OEM provided as a reseller for this requirement. The CO believes that fair and reasonable pricing, based on historical JCI reseller/distributor data along with provided budgetary information for this requirement, would not be attainable. The CO believes that a direct award to the OEM would be in the best interest of the government and provide the best value. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
