Description

Notice of Intent The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Northrup Grumman Aerospace Systems on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source for integrated circuits to be used in the development of a THz synthesized source.� This requires amplifier circuits with a gain of 10dB and an output power of 0.4 mW operating at 1 THz. Specific Requirements for the Fabrication Run are as follows: Item 1. Design Consultation (Phase 1); QTY: 100 hours � NGAS shall provide a Design Kit consisting of linear transistor models, design rules and layout examples to illustrate the design rules, and an example layout of the existing 1 THz design.� This shall be provided in accordance with the Specifications/Requirements document. Delivery � 10 days after receipt of order.� Design consultation: upon delivery of the Design Kit for a period NTE 18 months. Item 2.� Layout Consultation (Phase 2); QTY: 60 hours � Northrup Grumman shall clean up designs and perform LVS and DRC in accordance with the Specifications/Requirements document. Delivery � Upon delivery by NIST of the layout to Northrup Grumman for a period of Not to Exceed (NTE) a period of 6 months after receipt of layout. Item 3. Fabrication Run (Phase 3); QTY: 1 Each, Contingent upon delivery of designs from NIST, Northrop Grumman will fabricate integrated circuits as designed by NIST with design assistance from Northrop Grumman using its standard foundry technology. Delivery � Fabrication Run not to exceed 6 months after NIST confirmation of design. Delivery of integrated circuits-30 days after completion of the multi-project fabrication run. The NAICS Code is 334413- Semiconductor and Related Device manufacturing, with a Size Standard of 1250 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Northrup Grumman Aerospace Corporation for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by August 18th, 2021.
