Description
This announcement constitutes a request to participate in a USN/USMC Future Vertical Lift Propulsion Working Group for planning purposes. This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The USN/USMC FVL Program consists of the USMC Attack Utility Replacement Aircraft (AURA) and the USN Future Vertical Lift Maritime Strike, both in the Materiel Solution Analysis Phase of the acquisition process. Recognizing the challenges, timelines and risks associated with propulsion system development, the FVL Program would like to maintain open communication with willing engine manufacturers. Attendees will participate at their own expense.� Industry participation will not be compensated by the Government. The goal of USN/USMC FVL Propulsion Working Group is to establish an effective mechanism for channeling information, knowledge, expertise, and technical concerns between the Government and participant engine manufacturers.� The focus is to ensure sharing of ideas, challenges, progress and opportunities through all segments of the FVL propulsion development cycle.� The USN/USMC FVL Propulsion Working Group will strive to enhance communication between members to include detailed discussions in areas of common interest.� The USN/USMC FVL Propulsion Working Group is planned for 4 quarterly meetings during a 1-year span with each participating engine OEM, however, if mutually beneficial, parties may choose to extend the effort as needed. The Working Group will be structured to have meetings with individual engine manufacturers to protect OEM data, while also having occasional meetings with all participating engine OEMs and the Government to discuss aspects not specific to a single OEM (i.e. Government provided program updates, MBSE strategy meeting, status of�Government specification, etc). The Naval Air Systems Command is conducting a request for industry interest in a Propulsion Working Group to inform the USN/USMC FVL Technology Maturation and Risk Reduction (TMRR) phases. Please submit the following information to indicate your interest in participating in the USN/USMC FVL Propulsion Working Group (provide in a separate correspondence): Company Name CAGE code Company Address and Place of Performance Address POC name, email address, mailing address, and telephone number to contact to establish participation Describe your company�s ability to manage, secure and transmit information up to the CUI level This Propulsion Working Group will be supported by Government contractor personnel (CSS).� While serving in a supporting role, the information exchanged during the Propulsion Working Group will be reviewed by CSS.� CSS contracts include FAR clause 52.203-16, Preventing Personal Conflicts of Interest, which prohibits the use of non-public information accessed through performance of a Government contract for personal gain.� Please contact the POC below with any concerns related to CSS. The requested information should be provided to Steve Myers (steven.r.myers32.civ@us.navy.mil). Upon receipt of requested information and verification of credentials, an information package will be provided via email with everything needed to participate in the Propulsion Working Group. �Responses to the participation request must be received no later than 5:00 PM EDT September 1, 2021. � NOTE: This Propulsion Working Group is established for the purpose of determining market interest, feasibility, and capability of sources and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice.� The Government is only seeking possible sources and information for future needs.�� No solicitation document exists.� However, respondents to this Propulsion Working Group will not be excluded from consideration for contract participation in any potential follow-on hardware development activity.�� All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.
