Description
Pre-Solicitation Notice 36C25221B0019 Project: Demolish Building 45 Project Number: 695-18-111 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI Contractor shall provide for and furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project # 695-18-111: Demolish Building 45 at the Clement J. Zablocki VA Medical Center, 5000 West National Avenue Milwaukee, WI 53295. This project will demolish existing Building 45, reclaim, historic brick, provide a new parking lot, and a new steam tunnel access point. Building 45 will be demolished via disassembly in a controlled and photographically documented manner (specifically top-down dismantling using enclosed clamshell or claw equipment) to minimize the loss of historic bricks. The contractor will reclaim 1500 cleaned historic bricks that will be removed from the building for use in repair of historic buildings with the Historic Landmark District. Bricks are to be collected from areas not used for salt storage, not painted, unbroken, and in good condition. Due to the potential contamination of the ground underneath the building, the contractor will cap the ground and convert the area into a surface parking lot and greenspace. The existing access to the steam tunnel will be modified to provide access from the exterior to the tunnel. The project magnitude price range is between $2,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of $ 39.5 Million. The project is scheduled to have a period of performance of three hundred sixty-five (365) calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) is scheduled be posted to Contract Opportunities (https://sam.gov/content/home) on or about July 8, 2021. The bid opening is approximately scheduled for August 11, 2021. A pre-bid conference/site walk-through will be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the CO that it is a (1) SDVOSB or VOSB eligible under this subpart; (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB/VOSB listed as verified in VIP database at:  https://www.vip.vetbiz.gov.
