- Amendment 0001 The NCI is amending this notice to allow additional time for responses. The response date for this combined synopsis/solicitation is extended to the date outlined in the published notice on SAM.gov. The date for questions�has not�been extended, and all other terms and conditions remain the same. Overview This is a request for quote for�brand-name or equal lasers for a government-owned BD Influx 24 Cell Sorter. Interested parties should review the attached request for quotation for full details regarding this solicitation including response instructions, evaluation procedures, and details on the requirement. This request is conducted in accordance with FAR Part 12. A single purchase order (PO) will be awarded to the firm that submits the lowest priced technically acceptable (LPTA) quotation. A technically acceptable quotation is one which the Quoter complies with the Statement of Need (SON) and does not take exception nor object to any of the terms of the RFQ. Quotes which are not technically acceptable will not be considered for award. BACKGROUND The National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunotherapy Branch (ETIB) Flow Cytometry Facility provides essential cell sorting and flow cytometry analysis services to the branch, and programs within the CCR.� It is part of a network of flow cytometry facilities and cores in the CCR that provide necessary research services to a significant portion of the laboratories in the CCR and NCI.� It is therefore critical that the instrumentation in this facility remain up to date, providing high dimensional flow cytometry analysis and cell sorting to investigators in the NCI. The ETIB core facility has long served as a center for unusual cytometry applications, requiring non-standard lasers and detection systems.� For the last twenty years the ETIB has maintained at least one cytometer capable of custom laser installations, allowing development of new techniques and excitation of unusual fluorochromes.� Early cytometry technologies for detecting red and long red fluorescent proteins were developed by the ETIB using then-novel yellow laser sources.� The ETIB is therefore capable of modifying the existing instruments in the Flow Cytometry Facility to fulfill specific research needs.� In order to continue it research efforts, the ETIB seeks to upgrade several of the lasers utilized with a government-owned BD Influx 23 cell sorter. �Specifically, the ETIB seeks to upgrade the current stock blue-green laser with a more powerful 488 nm laser with enhanced beam shaping and low noise characteristics.�This laser type has been previously shown to enhance small particle detection.� The ETIB also seeks to upgrade the current red 640 nm laser with a more powerful red 628 nm laser.� In addition to increasing sensitivity with a higher power level its better spectral separation from red probe emission bandwidths will improve sensitivity for these fluorochromes.�These upgrades will improve the performance of the Influx 24 sorter and increase its operational life. SUBMISSION INSTRUCTIONS Quotations must be submitted electronically by e-mail to Renee Jones-Chuang, Contract Specialist, at renee.jones-chuang@nih.gov �no later than the deadline posted in the notice. Quotations submitted via e-mail or any other method (e.g. facsimile, postal mail) will not be considered. Modifications, quotes, or revisions received after the deadline posted in the RFQ will be considered �late� and will not be accepted by the Government, except in accordance with the requirements at FAR 52.212-1(f). Quotes should be in MS Office (e.g. Word, Excel), or Adobe PDF format. Respondents shall reference 75N91021Q00209 in all correspondence. This Request for Quotation (RFQ) does not commit the Government to pay any cost for preparation and submission of a quote. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed acquisition. By submitting a quote in response to this solicitation, it is understood that your firm�s quote shall become a part of the official contract file. BRAND-NAME OR EQUAL This RFQ includes a requirement for a brand-name or equal item. Quoters that submit an �equal� product must submit additional documentation highlighting and describing how the quoted product meets the salient characteristics in accordance with FAR 52.211-6, Brand Name or Equal (AUG 1999).
