- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is CT2309-21 and this solicitation is issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated 03/10/2021. The North American Industry Classification System code is 313310 Textile and Fabric Finishing Mills. This requirement is 100% set-aside for small business; small business size standard for this solicitation is 1,250 employees.UNICOR, Federal Prison Industries, Inc., intends to enter into a one (1) year base period with two (2) one-year options if exercised, firm-fixed-price, requirements contract for the following commercial item(s): INTERLINING FUSING FABRIC-BERRY COMPLIANT. The finished goods are for sale to the Defense Logistics Agency/DLA. Any resulting contract will NOT contain an Economic Price Adjustment (EPA) clause. The solicitation allows for a firm-fixed pricing on Base Year, Option Year 1, and Option Year 2. Take this into consideration when determining and submitting your price proposal for a multi-year contract. ALL ITEMS WILL BE AWARDED TO ONE OFFEROR. FAILURE TO SUBMIT AN OFFER ON ALL ITEMS MAY PREVENT AN OFFER FROM BEING CONSIDERED FOR AWARD. Price evaluation will be based on the sum of the total extended price of the line items. SEE SECTION B FOR LIST OF ITEMS. All Section B Line Item Quantities are ESTIMATES only. This is a DOC9 rated order. No substitutes will be accepted unless approved by US Army Material Command. A copy of the Certificate of Conformance (COC), applicable physical test results, and the packing slip shall accompany each shipment. The furnishing of this paperwork shall be a condition of acceptance at destination, and payment shall not be made until it is received. Delivery is FOB destination. **************************************************************** ALL ITEMS ARE REQUIRED TO BE BERRY AMENDMENT COMPLIANT THIS ITEM IS 100% USA DOMESTIC ONLY, MANUFACTURED ENTIRELY IN THE UNITED STATES OF AMERICA. THIS IS TO INCLUDE THE RAW MATERIALS. **************************************************************** The Non-Manufacturer Rule applies to this requirement - a recipient of a contract set-aside for small business, other than the actual manufacturer or processor, must provide the products of a small business. This requirement is commonly referred to as the Non-Manufacturer Rule. The offer period for this acquisition is 60 days. Offerors agree to hold firm all price offers for 60 days from the proposal due date. Any contract resulting from this solicitation will not be an obligation. Funds will be obligated by delivery orders.
