Description
The VA Medical Center in Cincinnati, Ohio has a requirement for Pest Control Services. This is a Request for Information (RFI) to seek capable sources and request industry feedback ONLY. This notice does not constitute a commitment by the Government. Interested parties are asked to submit capability statement that clearly and convincingly identifies their ability to fulfill the requirements. Detailed capabilities must be submitted by email to Contract Specialist Josh Kovar at Joshua.Kovar@VA.gov in an electronic format, no later than 1330 EST | 18, August 2021. As part of market research, this Request for Information / Sources Sought is to determine if there exists an adequate number of qualified interested contractors capable of providing the requirement. Industry feedback to the information below is requested to ensure the VA has not created a defacto sole source requirement. The Government may use the responses to this RFI for information and planning purposes. GENERAL: The Cincinnati VA Medical Center and in-system CBOC s require pest control services. Network Contracting Office NCO10 is supporting this request and is looking for capable vendors to provide feedback on best practices, CLIN/SLIN structure, and other relevant information. We are proposing a Base + 4 possible option years for this requirement. We would like to provide the winning vendor a short window of time at the beginning of the contract POP for an initial setup for all identified requirements in the PWS. This window shall be priced as a (one-time) separate CLIN (0099AA Initial setup of PWS requirements). Vendor shall perform all weekly, bi-weekly, monthly tasks and bill monthly maintenance charges for these tasks. Vendor shall perform on call and emergency pest control for all stations as an on needed basis. We request industry feedback on the following. Would industry approve the short window for CLIN setup to install/initiate the requirements set forth in the SOW? What are best practices when identifying on-call / emergency CLINS? Would it be in the VA s best interest to price by hourly charge or price per job when situations arise i.e. bed bug treatment, bird / animal removal, insect removal, etc.? Any other industry guidance that would better identify requirements? Current regulations or limitations where specific pests/animals cannot be removed. Local animal control services would be the only entity that is able to remove the pest. LOCATIONS OF SERVICES FOR MONTHLY MONITORING AND MAINTENANCE. Thomas campus has a total of 108,354 square foot of buildings for treatment LOCATIONS FOR BED BUG AND/OR OTHER IDENTIFIED PEST CONTROL SERVICES ON AN AS NEEDED/EMERGENCY BASIS: Cincinnati VA Medical Center Main Campus Ft. Thomas Domiciliary Cincinnati VAMC Eye Clinic (CBOC) Bellevue Community Based Outpatient Clinic (CBOC) Clermont Community Based Outpatient Clinic (CBOC) Florence Community Based Outpatient Clinic (CBOC) Georgetown Community Based Outpatient Clinic (CBOC) Hamilton Community Based Outpatient Clinic (CBOC) Dearborn Community Based Outpatient Clinic (CBOC) Norwood Community Based Outpatient Clinic (CBOC) BILLING FOR ON Call Services (Normal and Emergency) Billing for the following treatments will be a per hour charge (unless industry feedback provides other guidance). Bed Bugs Onsite Bed Bugs Vehicle Live Bird/Avian Removal Animal Removal Carpenter Bees, Hornets, etc. Billing for the following treatments will be a per foot charge (unless industry feedback provides other guidance). Termites/Wood destroying pests The applicable NAICS code for this requirement is NAICS 561710 Exterminating and Pest Control Services with a Small Business Size Standard of $12.0 Million Dollars. The Product Service Code is S207 Housekeeping- Insect/rodent Control. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. This Request for Information (RFI) is only for the purpose of identifying potential sources as part of market research. No Request for Proposal (RFP), Quote (RFQ), or Invitation for Bid (IFB) exists. Responses to this Request for Information (RFI) are not quotes, proposals, or bids on which the VA can issue any contract. This Notice is issued for information and planning purposes only and does not itself constitute an RFP, RFQ or IFB. The Government does not intend to award a contract based only on responses to this RFI. Responses to the notice will not be returned. Responders are solely responsible for all expenses associated with responding to this Request for Information (RFI). The VA will not pay for information received in response to this Request for Information. Do not submit pricing information in response to this Request for Information.
