- The VA Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Linen Processing Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 812331. Statement of Need: The New York Harbor Healthcare System, St. Albans Community Living Center (SCLC) Textile Care Facility (TCF) (179-00 Linden Blvd Saint Albans New York 11433) has a requirement for Linen Processing Services. The Contractor shall have experience in providing Medical Center laundry/linen services. The firm must have gained this experience because of being primarily engaged in the business of providing laundry/linen services in Medical Center environments (e.g. inpatient and outpatient medical treatment facilities) for a minimum of three consecutive years. The Government may require contracted laundry services, estimated to annually range from 50,000 to 1,000,000 pounds. The work required consists of furnishing the physical laundry plant (at an off-site location), all labor, supervision, management, management support, supplies, ancillary equipment, vehicles, and materials necessary for accomplishment of complete commercial laundry services. All workmanship shall be in accordance with practices established by the Association of Linen Management (ALM) www.almnet.org, the Dry Cleaning and Laundry Institute (DLI) https://www.dlionline.org/ (formerly International Fabricate Institute), and accepted industry standards. Technical Abilities: Soiled linen, patients clothing, uniforms, specialty items and general linens shall be shipped in closed laundry bags contained in facility-identified linen shipping/receiving carts. The contractor shall separately process each facility�s linens. The contractor shall transport the facility�s soiled linens to the laundry plant. After the linens are cleaned and processed, the contractor shall transport the clean linens back to the TCF. The contractor must have the ability to: weigh and record weights of soil linen carts. transport bins and linen carts trucks from the TCF to their laundry facility and back to TCF. segregate soil linen from clean linen through a permanent barrier. wash, iron and fold up to 30,000 pounds per day. use peroxide as a bleaching agent. fold items using standard laundry practices. wash and sanitize soil carts prior to loading clean items into return carts. record and weigh clean items by piece in bins returning to TCF. All uniforms returning to plant will be on hangers and in railed bins All patient clothing will be folded, stacked neatly, and covered in bins. All lab coats will be steamed to remove wrinkles, hung, and put into railed bins. Tunnel tyration report from chemical company must indicate pH level not above 12. Service Delivery: As required by the Government on weekdays (including federal holidays), first pick-up shall be between 6:00 am to 8:00 am and the second pick-up shall be between 11:30 am to 1:30 pm. Some contract duties shall require work to be performed at other than Contractor�s regular operating schedule (i.e. emergencies or increased patient services). As required by the Government on Saturdays, pick-up and delivery shall occur between 6:00 am to 1:30 pm. THERE IS NO SOLICITATION AT THIS TIME. Federal Supply Schedule: If your firm provides any of these services on the GSA Federal Supply Schedule, please provide applicable contract number and identify which services are applicable to that FSS contract. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
