Description
THIS IS A Sources Sought Notice ONLY. The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS code 238990, ALL OTHER SPECIALTY TRADE CONTRACTORS. The Mission & Installation Contracting Command office at Joint Base Lewis-McChord (JBLM), Washington has a requirement for a qualified vendor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform full-service artificial turf repair of the JBLM-North softball fields; see description below and attachments for further details. The anticipated Period of Performance will be a two (2) month period. The U.S. Government desires to procure these services on a small business set-aside basis, provided two (2) or more qualified small businesses respond to this Sources Sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set- aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to respondents. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry (GPE). It is the responsibility of potential offers to monitor the GPE for additional information pertaining to this requirement. This Sources Sought Notice is being issued to solicit responses from those small business firms who have performed relevant work, have the capability to perform this type of work in-house, and would likely respond to a resultant solicitation. In response to this Sources Sought, please, submit the attached Sources Sought Synopsis Questionnaire with your response. This information is due no later than Thursday, August 19, 2021 at 12:00 P.M. (Pacific Standard Time) via email to tianheng.lou.civ.@mail.mail. GENERAL INFORMATION General: This is a non-personal services requirement to provide artificial turf repair for the JBLM-North Athletic Complex (LNAC) four (4) softball fields. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform full-service artificial turf repair of the JBLM-North baseball fields. Work shall be completed in a manner that will ensure continuous and safe operation of the softball fields.� Objectives: The objective of this requirement is to remove damaged material and replace the artificial turf in the batter boxes of the four (4) softball fields.� All work not specifically mentioned, which is required to ensure that the removal and replacement of artificial turf is complete and within the intent of this requirement, shall be performed without additional cost. The Contractor shall perform, coordinate and complete these requirements in cooperation with any other Contractors or trades performing work at JBLM promptly and diligently as required by the standards of this requirement.�� Scope: The manufacturer of the existing artificial turf is Sporturf. The work includes, but is not limited to, removal of damaged turf, installation of new turf, and cutting the new turf to a height matching the existing turf. The new material must match the existing turf�s color and composition: SporTurf, TrueGrass 407-45, Red Clay. Approximately 620 square feet of material are required.
