- SUMMARY: VA s National Acquisition Center (NAC) is issuing this Request for Information (RFI) to locate potential sources to serve as a unit-of-use re-packager/distributor of generic pharmaceuticals needed by the Department of Veteran Affairs (VA) healthcare facilities, to satisfy VA inpatient and outpatient needs. The NAC will purchase the products and arrange for delivery of such products to the contractor for repackaging. Potential re-packagers would need to be able to provide receipt, warehousing, inventory management, repackaging and labeling, packaging, online ordering capability, and distribution of pharmaceutical products. PURPOSE: The previous Sources Sought was to ascertain potential sources of supply. The VA National Acquisition Center is conducting further market research to gain knowledge of potential qualified sources that can meet the requirements of the program. Offers are not being solicited at this time. The Government does not intend to award a contract on the basis of this request for information. Please answer all of the following questions: Is your company certified with the DEA for Class III (narcotic and non-narcotic), Class IV, and Class V controlled substances? Are your company s control, accounting, and repackaging procedures conforming to all applicable laws, regulations and requirements, especially relating to the FDA and cGMPs? Does your company have warehouse capacity to maintain an inventory at all times of approximately 550,000 bottles of various repackaged pharmaceuticals and a contingency plan which identifies the ability to provide uninterrupted support under emergency and/or contingency conditions? Can your company repackage approximately 550,000 total bottles of various pharmaceuticals each month? Is your company capable of shipping nationwide, and also including Puerto Rico, the Philippines, and Guam within 7 days ARO? Does your company have an online ordering system? Can your company provide inventory management support and self -generated reports? This includes weekly and monthly yield and stock status reports. Does your company have at least two years experience performing pharmaceutical repackaging services, including controlled substances? If intending to subcontract or enter into any sort of partnering agreement, will your company be doing at least 51% of the work? What is the size of your company in relation to the size standard of $30M for NAICS 493110? (Small, Large, SDVOSB, VOSB, WOSB, etc) This is determined by taking the annual average gross revenue of the business concern for the last three fiscal years. Any responses to this RFI must include answers to all of the above questions in order to adequately assess the capabilities of the marketplace in relation to the requirements of this procurement.
