Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with JEOL USA, Inc., Peabody, MA for the purpose of recommissioning (1) JEOL JSM 7800F Scanning Electron Microscope (SEM) followed by activation of a Premier Service Contract. This is a sole source requirement inasmuch as JEOL USA, Inc. has proprietary rights to the design and software utilized in the instrument. �As OEM, only JEOL USA, Inc. has access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specifications. �Furthermore, JEOL USA, Inc. Field Service Engineers are the only certified and factory trained engineers available to service the instrument. �A hybrid T+M (recommissioning)/firm fixed-price (svc. contract) purchase order to acquire the service/support will be negotiated and issued on or about 20 Sep 2021 for a 15-month base period and include (2) 1-yr. option periods. �No solicitation package will be issued. � This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 23 Aug 2021. �Written responses to this special notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This Notice of Intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored.
