- AUGUST 12TH�UPDATE SOURCES SOUGHT NO SMALL BUSINESS SET ASIDE DETERMINATION HAS BEEN MADE THIS SOURCES SOUGHT AND THE RESPONSES TO THE SOURCES SOUGHT WILL GIVE THE GOVERNMENT THE INFORMATION IT NEEDS TO MAKE SET ASIDE DETERMINATIONS FOR EACH POOL. The government will post its small business set aside determination for each pool on this announcement after the review of the sources sought. Please see the attached sources sought document.and follow the instructions in their entirety. ---------------------------------------------------------------------------------------------------------------- UPDATE: The government is not asking for additional responses to the�RFI, instead it is giving a status update to industry on next steps and the format of the solicitation and EVOLVE vehicle for planning purposes ONLY. Everything below remains subject to change. The Department of State (DOS) is working diligently to complete its pre-solicitation planning during the 4th quarter so that it can release a draft solicitation and host an industry day in the first quarter. In the interest of sharing as much information with industry for planning purposes, DOS is updating this notice to provide the following information: Next Steps (Rough Estimate of Timeline) 1. Sources Sought to determine small business set-asides for each pool- 4th quarter 2. Release of Draft Solicitation- 1st quarter 3. Industry Day-1st quarter Structure of the Pools/Functional Categories The Evolve solicitation will consist of 5 competition pools/functional categories (FC), contractors can decide to submit a proposal for just one or all of the pools/FCs with the exception of pool one. To avoid OCI�s, contractors who submit a proposal for pool one and receive an award will not be considered for an award under pools 2-5. The Pools are: 1. IT Management 2. Network & Telecom Services 3. Cloud & Data Center 4. Application Services 5. Customer & End User Services *Please see the attached Evolve Pools Document for additional details on the pools and requirements across all pools. Source Selection: The Evolve source selection will be conducted at the Pools/Functional Category level.� Offerors can propose any combination of the Pools/Functional Categories (with the exception of limitations surrounding pool one).� The proposal must demonstrate the offeror�s ability to provide the full range of IT services and solutions within the Functional Category(ies) selected.� The EVOLVE solicitation may also include a Voluntary Down-select that may or may not include presentations (oral or video) and/or technical challenges for each Pool/Functional Category. IDIQ Awards and Task Order Competition: The scope of each individual IDIQ contract will be based upon the functional categories for which the Contractor proposed and is selected. �With the pace of change it is impossible to anticipate how IT requirements and individual programs will evolve over the life of the contracts.� It is intended that the EVOLVE contract will remain current and continue to provide the full range of IT capabilities/solutions and emerging technologies throughout its life.� Once the IDIQ�s are awarded, each Task Order solicitation will list the function category/pool under which it will be competed.� For services that cross multiple Functional Categories, the Government will identify the predominant Functional Category and each Prime Contractor in that Functional Category will be given the fair opportunity to compete. _____________END OF UPDATE July 21, 2021_______________________________________________________ The�Department of State�(DOS) Bureau of�Information Resource Management�(IRM)�is�currently receiving�services�under�multiple IT contracts�(herein known as Vanguard).�The�option years�authorized under the�task�orders�are�being quickly exhausted and a new acquisition strategy is being developed for follow-on acquisition(s).�The government intends to award a multiple award IDIQ�to support the needs currently met under Vanguard 2.2.1 and the scope will also encompass IRM�s�future IT-Service needs not currently under Vanguard 2.2.1.� IRM is currently undergoing a re-organization and is pivoting to a project�based mentality instead of a technology�based one.�IRM intends to utilize this vehicle to support��it�s�enterprise-wide�information technology requirements�and�its�efforts to�transform�to a plan, build, test, run�and�customer service structure.��� The government intends to have a 10 year period of performance for the IT-Services IDIQ. The estimated ceiling is�four�billion over 10 years.�Currently the government is contemplating 6-10 awardees.�The government does not expect every awardee to have expertise in all the functional areas but will award enough contracts so that there is adequate competition. This RFI is issued for market research purposes only. The purpose of this notice is twofold:� 1. Obtain industry feedback on the proposed acquisition strategy to include, but not limited to: contract ceiling, contract vehicles, composition, proposed number of awards, and existing contract vehicles that the Department may leverage to meet IRM requirements.� 2. Inform industry of the�industry�engagement�for this procurement�and to receive feedback on all aspects of IRM�s current tech stack, overarching policies, and concurrent task order awards.�Specifically,�to complement the market research efforts of this RFI, AQM in conjunction with IRM�plans�to�host�a reverse�industry day�to allow for high level discussions�and one on one sessions with the vendor community.� All information contained in this notice is preliminary in nature and is subject to change.�This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary�and no reimbursement will be made by the Government for any costs associated with providing a response to this notice or otherwise participating in market research activities.�Further, the US Department of State offers no assurance that a solicitation will result from this notice.� Any information submitted will become the property of the Government and will not be returned.�Proprietary information, if any, should be minimized and must be clearly marked.
