- N0016421SNB84 � �REQUEST FOR INFORMATION (RFI) Two Part Epoxy System Manufacturing � PSC 8040 - NAICS 325520 Issue date 12AUG2021 - Closing date 31AUG2021 at 02:00 PM EST (EDT) REQUEST FOR INFORMATION (RFI) The Government is issuing this RFI announcement in accordance with (IAW) DFARS 205.205-71 for the manufacturing and development of a two part epoxy system. 52.215-3 -- Request for Information or Solicitation for Planning Purposes. (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of mitigating the sole-source basis cited below. Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to develop and manufacture a two part epoxy adhesive consisting of a low viscosity liquid bisphenol A based thermosetting epoxy resin containing a commercial grade of n-buyl glycidyl ether and an epoxy curing agent that is a viscous aliphatic polyamine epoxy adduct type. Material properties necessary are shown in Table 1, see the Attachment 1 document provided with this Request for Information. A pigment additive of lamp black carbon black dispersed 15% � 2% and milled into a thermosetting epoxy resin compatible with the resin specified above will also be required as a modifier to the base epoxy system. The Government is seeking information from Contractors to identify additional sources for Epoxy with the above properties and specifications. Contractors with the capabilities and facilities to provide equivalent epoxy meeting the above properties and specifications are requested to provide information to indicate their intent and capability.� All interested parties are encouraged to submit product literature stating product features, typical properties and/or cured state properties, safety and handling information, and/or other pertinent information in a white paper no longer than 5 pages, such as a description with performance parameters and a statement of current availability, production units, and production quantity breaks to facilitate the identification of additional sources.� Reponses may also identify other Government contracts with similar efforts for the Government�s consideration. Responses to the RFI Sources Sought Market Survey shall include the following: Contractor's Name Street Address, City, State, Zip Code Business Size Point of Contact (POC) POC Telephone Announcement Number:� N0016421SNB84 Please include the purpose/explanation within the response to this Request for Information, i.e. to better understand the Government requirements; to potentially become a viable option for future requirement; to take exception to the anticipated sole source as your company currently meets all of the Government requirements. The Government may contact RFI respondents to obtain clarification on the information submitted. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. The technical data package may contain information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to receive export controlled information. Additional information is available at http://www.dlis.dla.mil/jcp/ At the current time, NO FUNDING IS AVAILABLE for bid/proposal or contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement.� Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
