- The Executive Office for United States Attorneys (EOUSA) intends to solicit and award a Purchase Order to Institute for Intergovernmental Research (IIR), PO Box 12729, Tallahassee, FL 32317, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. �� The EOUSA anticipates award of a Purchase Order, on a sole source basis, to IIR for annual Regional Information Sharing System (RISS) membership fees for the United States Attorneys� Offices (USAO).��� The period of performance is anticipated to be one twelve month base year and four one year option periods (total 60 months). RISS is a nationwide program consisting of six regional centers that provide services to local, state, federal, and Tribal law enforcement, and criminal justice agencies in all 50 states, the District of Columbia, U.S. territories, Australia, Canada, England, and New Zealand.� RISS links thousands of criminal justice agencies through secure communications and provides information-sharing resources and investigative support to combat multijurisdictional crimes, including violent crimes, gang activity, drug activity, terrorism, human trafficking, identity theft, and other regional priorities. RISS is the only nationwide program that provides a full suite of intelligence and investigative resources, services, and support to local, state, federal, and Tribal law enforcement and criminal justice agencies in the country, including connectivity to RISSNET, access to intelligence databases, investigative tools, secure e-mail, and investigative support such as analysis, equipment loans, and training.� RISS offers a one-stop shop for intelligence and investigative services. The USAOs require RISS membership to acquire and share information with local, state, and federal law enforcement and homeland security officials across the country.� Many law enforcement agencies use RISS exclusively to share information, which magnifies the importance of having access.� In addition, the USAOs require access to investigative support for trials, equipment loans, and specialized training and other resources provided by RISS.� In addition, the USAOs have an existing proven relationship with RISS and have worked on projects together over the years. This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. Information in response to this notice may be sent to Bryant Gilbertson, Contracting Officer, at bryant.gilbertson@usdoj.gov. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
