Description
NASA is in the early stages of developing a procurement strategy for GeoCarb Mission Access to Space (ATS). No specific procurement strategy has been established and NASA is looking to industry to help shape the overall approach. NASA is not currently imposing any limitations on the potential ATS opportunities for GeoCarb (e.g., hosting service; rideshare; dedicated; free flyer; other) and is looking to better understand industry opportunities to best support the GeoCarb Mission and to optimize GeoCarb science. The Attachment to this notice provides additional information regarding the GeoCarb Mission. The overall needs for GeoCarb ATS are envisioned to include: spacecraft; integration and test; launch vehicle and launch; command uplink from the industry-provided Mission Operations Center (MOC); downlink of GeoCarb engineering and science telemetry to the industry-allocated Ground Station(s); delivery of error-checked GeoCarb data to various mission partners; and all related tasks and support needed during the planned GeoCarb Mission (e.g., pre-launch planning, launch support, in-orbit check-out, and operations). Due to the early state of NASA�s procurement planning, a detailed procurement schedule is not available. However, NASA envisions a solicitation release in the second quarter of calendar year 2022 and contract award by the end of calendar year 2022. Further, instrument vibration testing is planned for June 2022, instrument thermal vacuum (TVAC) testing is planned for July 2022, and instrument delivery is planned for no later than March 2023. NASA is interested in ATS opportunities that minimize a potential instrument storage period. NASA representatives will attend the SATELLITE 2021 Conference being held at the Gaylord National Convention Center, National Harbor, MD, September 7-10, 2021 (https://www.satshow.com/). Industry is invited to sign-up for 30-minute small-group discussions with these representatives to discuss GeoCarb ATS opportunities. Sign-ups will be on a first-come, first-serve basis for timeslots between 9:00 AM and 5:00 PM ET on September 8-9, 2021. Attendance is limited to 4 representatives per company. Please contact Michelle Crawford at Michelle.L.Crawford@nasa.gov for any questions and to sign-up for a 30-minute timeslot by August 26, 2021. Provide the following information in your request: Company Name and Address Company Cage Code and DUNS Primary POC (Name, Title, Email, Phone) Attendees (Names, Titles) Preferred Discussion Date/Time Topics of interest to NASA include: Potential ATS opportunities/strategies for the GeoCarb Mission, including any available parameters (e.g., mission name; planned launch date; launch vehicle; spacecraft; geostationary orbit longitude and slot availability; expected mission life; Rough Order of Magnitude price estimate). Challenges/issues expected in supporting GeoCarb ATS (e.g., necessity to tailor normal commercial practices, such as contamination control). High-level schedule that highlights major milestones from contract award through launch and operations (e.g., needed contract award date; spacecraft selection timeframe; instrument delivery date required relative to launch date). This notice is for information and planning purposes and is not to be construed as a commitment by NASA nor will NASA pay for information solicited. No RFP exists at this time; therefore, do not request a copy of the RFP.
