- Description
- NASA/GSFC has a requirement for engineering services and related services to the Mechanical Systems Division and related organizations throughout GSFC, as required, for the formulation, design, development, fabrication, integration, testing, verification, and operations of space flight and ground system hardware and software, including development and validation of new technologies to enable future space and science missions.� The engineering areas of emphasis are multidisciplinary with concentration in the mechanical engineering areas of materials, structural analysis and loads, mechanical design, electromechanical design, thermal, contamination and coatings, manufacturing, and integration and test. NASA/GSFC intends to issue a sole source contract extension to acquire the services from ATA Aerospace, LLC.� This is a Cost-Plus-Fixed-Fee (CFPP), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. NASA/GSFC intends to extend the current contract's�effective ordering period by an additional six (6) months with a six (6) month option and increase the maximum ordering value up to $863M.� This extension and increase will allow for the continuation of mission critical services under the MIST contract through March 13, 2022 for the six (6) month base period, and (if exercised), September 13, 2022 for the six (6) month option period, by which time the follow-on, competitive contract is expected to be awarded. �The rationale supporting this sole source award to ATA Aerospace, LLC is in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�, and is based on the nature of the work to be performed, and the fact that NASA/GSFC currently has a competitive follow-on procurement underway. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Giulietta Dahl at giulietta.r.dahl@nasa.gov no later than 2:00 pm� EST on August�27, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
