- Pre-solicitation Notice: RFP No. 283-22-0568 �2023-2027 National Surveys on Drug Use and Health (NSDUH)� THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. The Center for Behavioral Health Statistics and Quality, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a cost-reimbursement contract for a project entitled �2023-2027 National Surveys on Drug Use and Health (NSDUH).� The base award will consist of the 2023 NSDUH. The 2024, 2025, 2026, and 2027 surveys will be optional surveys. There will also be optional tasks covering Mental Health Analyses, Collaborative Projects, and NSDUH Redesign Activities. This project will be solicited on an unrestricted basis under NAICS Code 541990, All Other Professional, Scientific, and Technical Services. The purpose of the NSDUH is to provide current data on substance use and mental health prevalence for the U.S. civilian, non-institutionalized population (aged 12 and older) and each state, and to issue reports on survey results. The survey sample will support annual estimates of prevalence for the nation, the 50 states and the District of Columbia. The contractor will be required to: (1) provide sufficient numbers of interviewers and interviewer supervisory staff to screen approximately 150,000 dwelling units and conduct 68,460 interviews per survey year, using computer-assisted interviewing technology; (2) develop training procedures/materials and conduct training classes in order to maintain a sufficient, qualified field staff and satisfy survey fieldwork goals; (3) use statistical expertise to (a) employ a 50-state sample design, with an independent, multi-stage area sample for each of the 50 states and the District of Columbia, and (b) employ small area estimation techniques in order to develop model-based state estimates; and (4) perform technical writing, analysis, and methodological studies to complete and support the contract tasking. Awardee shall perform work in accordance with the attached draft Performance Work Statement (PWS). � The estimated date for issuance of this RFP is on/about Monday, September 13, 2021. The anticipated total contract period of performance is approximately eight (8) years. This is not a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement.� This notice does not commit the Government to award a contract.
