- This modification is to provide RFI responses 6 13. 36C10F21R0041 RFI RESPONSE RFI NUMBER RFI RESPONSE 6 It has been brought to my attention that a recent addendum has been issued for this RFP and I have a questions in reference to task order size and how we are to respond with the appropriate information and project examples. The addendum states to show projects over 20mil in construction, (Major Projects) yet the previous IDIQ had task orders that were all smaller. Has there been a change in the type and size of task order that are going to be issued under this IDIQ or what is the intent with this change? This is not a change. Offerors are required to demonstrate past experience with construction project size above the $20M threshold as previously explained. This threshold is not based on the value of AE services provided nor is it the value of orders to be made under any contract awarded under this solicitation. 7 Referring to Attachment 1 Personnel Qualifications: I.10 states that the Cost Estimator is required to have a bachelor's degree in architecture or engineering field. This far exceeds the requirement established for the profession by the Association for the Advancement of Cost Engineering (AACE) Would an AACE Certified Cost Professional (CCP) certification be acceptable in lieu of the bachelor's degree in architecture or engineering? Yes, an AACE Certified Cost Professional (CCP) certification is acceptable in lieu of the bachelor s degree in architecture or engineering 8 Referring to Factor 1 Subfactor A and Revised Attachment 1 Personnel Qualifications: Amendment 4 Attachment 1 removed Regional Project Manager from the list of Key Personnel positions required in Factor 1 Subfactor A; however, Factor 1 Subfactor A has several other disconnects with the revised Attachment 1 including additional disciplines or different discipline titles. Please confirm if the revised Attachment 1 provided in Amendment 4 is the definitive list of key personnel positions required and not the list in the solicitation Factor 1 Subfactor A. The list in revised Attachment 1 is the definitive list of key personnel positions required for the AE IDIQ contract. 9 Referring to Factor 1 Subfactor A and Attachment 1 Personnel Qualifications: Pursuant the previous question, if Amendment 4 Attachment 1 is NOT confirmed as the definitive list of key personnel positions, two of the Key Personnel positions shown in Factor 1 Subfactor A Geotechnical Engineer and Land Surveyor do not appear on Attachment 1. Does the VA have specific requirements in years of experience, education, and/or professional registration for these positions? Revised Attachment 1 is confirmed as the definitive list of key personnel. 10 Referring to Factor 1 Subfactor A and Attachment 1 Personnel Qualifications: Pursuant to the previous question, if Amendment 4 Attachment 1 is NOT confirmed as the definitive list of key personnel positions, Factor 1 states that a Key Personnel position is ""historical preservation engineer;"" Attachment 1 states that the ""Historical Preservation"" position is required to have a degree in Architecture and be a registered architect. Can you please reconcile these two requirements? Revised Attachment 1 is confirmed as the definitive list of key personnel. 11 Referring to Factor 1 Subfactor A and Attachment 1 Personnel Qualifications: I.15 states that the Fire Protection Engineer must be a registered fire protection engineer; however the FPE designation is not offered separately by some states. FPEs are often licensed Mechanical Engineers. With all necessary experience in FPE, is a registered mechanical professional engineer acceptable in lieu of a registered FPE? A registered mechanical engineer with all necessary experience in FPE is acceptable. 12 Referring to Factor 1 Subfactor A: On the matrix for key personnel, we are required to include the ""percent of time to be spent on this team."" This information cannot be known by any offeror for a 5 year multiple award IDIQ until the task order level. Please consider removing the requirement to provide a percentage. Providing a percentage is necessary to evaluate whether the proposed individual team member will actually be available to participate on awarded task order work and demonstrates an offerors commitment to providing the expertise (i.e. qualifications and experience) upon which award of a contract will be based. 13 Referring to Factor 3 Past Performance: In an effort to minimize the work of our clients, may we submit a previously completed PPQ? Firms should submit the PPQ that was provided with the announcement.
