- Description
- The Environmental Protection Agency's (EPA) Office of Pesticide Programs (OPP) has a requirement for an indefinite-delivery, indefinite-quantity (IDIQ) contract to provide technical expertise for the review and evaluation of various types of data to assist EPA in meeting its legislative mandates. To support EPA's OPP, the contractor shall, upon request, perform a full review and evaluate various data submitted to support pesticide registration. This acquisition is being conducted as a 100% set aside for small business. The Government anticipates award of a single award, indefinite delivery/indefinite quantity (IDIQ) contract that will allow for the issuance of firm fixed price and time-and-material type task orders over an ordering period of five years with a maximum ordering ceiling of $36 million. Specific requirements will be identified in written task orders issued by the Contracting Officer. In addition to prices, the Government's evaluation of proposals will include an assessment of each offeror's technical capability and past performance. It is anticipated, all non-price evaluation factors, when combined (including past performance), are more important than price. The Government intends to evaluate proposals and make award without discussions. Contract award will be made in accordance with FAR Part 15 procedures � Contracting by Negotiation. The solicitation shall contain the custom local provision Disclosure Requirements for Organizational Conflicts of Interest (EPA-L-09-102). Paragraphs (c & d) of the clause shall read as follows: (c) The Agency has determined that entities that are subject to, or that have business or financial relationships with entities that are regulated by, the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug and Cosmetic Act (FFDCA) as amended by the Food Quality Protection Act (FQPA) of 1996, and the Pesticide Registration Improvement Renewal Act (PRIA), and entities that perform risk assessments for states, other agencies, other nations or non-government organizations, where such risk assessments may be subject to review under EPA�s pesticide regulatory programs (further referred to as �these activities�), may have significant actual or potential OCOIs. (d) Entities responding to this solicitation are required to disclose any such business relationships. The disclosure statement must address actual and potential organizational conflicts of interest within the offeror's entire corporate umbrella, including parent company, sister companies, affiliates, subsidiaries, and other interests held by an offeror. In addition to identifying actual and potential organizational conflicts of interest, the disclosure statement shall describe how any such conflict can be avoided, neutralized, or mitigated. The EPA Contracting Officer will determine an offeror's eligibility for award based on the information provided in the disclosure statement. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, the size standard for which is $16.5M. All responsible small business concerns may submit a proposal, which will be considered by the EPA. The solicitation will be issued via the FedConnect� portal located at the following internet address: www.fedconnect.net/. All responses to questions will be released on FedConnect�. It is anticipated the solicitation will be posted on the www.FedConnect.net website in the mid to late September time frame. No hard copies will be available.
