Description

The purpose of Amendment 0001 is to revise the Statement of Work (SOW), Revise the SOW �Must Checklist� revise L.3 Instructions for Preparation and Submission of Proposals; revise M.3 Technical Evaluation, add a Questions and Answers attachment and extend proposal due date. FIRST: Statement of Work (SOW) is hereby incorporated from Statement of Work (SOW) dated 06/10/2021 to Statement of Work (SOW) dated 08/11/2021.�� SECOND: Statement of Work (SOW) �Must Checklist� is hereby incorporated from Statement of Work (SOW) �Must Checklist� dated 05/10/2021 to Statement of Work (SOW) �Must Checklist� dated 08/11/2021. THIRD: L.3 Instructions for Preparation and Submission of Proposals is hereby incorporated FROM: (1) FACTOR 1 Phase One � (Pass/Fail) ATCSCC Simulation Platform solution: The Offeror must provide a detailed narrative with respect to its proposed responses with supporting documentation to substantiate its FSM/TSD solution. Experience with high fidelity simulation offered must have a minimal depth of ten (10) years of experience within the last fifteen (15) years directly related to the requirements numerated in the SOW. The narrative must provide sufficient information for the government to assess the offeror�s understanding and experience of the government requirement. The narrative must also demonstrate how the offeror�s experience will ensure the success of this acquisition. Offeror must include a detailed estimate for the bandwidth required to support its solution. The offeror must provide substantial and reliable information such as pictures, materials, brands, drawings, etc. to ensure compliance by the government. The Offeror must meet all the factors outlined in Attachment 3: Phase One Technical Evaluation SOW �Musts� Checklist. If offeror fails to meet the criteria to ""Pass"" Factor 1, they will not be considered for further evaluation. (2) FACTOR 2 Phase Two: (Weighted 50%) Proposed ATCSCC Simulation Platform Design & Experience Evaluation: The Offeror must provide a detailed narrative with respect to its proposed responses with supporting documentation to substantiate its proposed FSM/TSD solution for those items associated with its proposed best value submission. The technical proposal shall include two (2) tables (1 for each Phase) that highlights where in the Offeor�s proposal it addresses Attachment 1: SOW Musts and the types of supporting information and where it is located in the proposal. (1) FACTOR 1 Phase One � Proposed ATCSCC Simulation Platform solution: The Offeror must provide a detailed narrative with respect to its proposed responses with supporting documentation to substantiate its FSM/TSD solution. Experience with high fidelity simulation offered must have a minimal depth of ten (10) years of experience within the last fifteen (15) years directly related to the requirements numerated in the SOW. Failure to receive a �GO� rating for any category listed in the Attachment 3: SOW Checklist of �Musts� will result in an overall �NO GO� rating and elimination from further consideration for contract award. Only the Offerors who receive a �GO� rating for Factor 1 will be considered for Factors 2 and 3. (2) FACTOR 2 Phase Two: Proposed ATCSCC Simulation Platform Design & Experience Evaluation: The Offeror must provide a detailed narrative with respect to its proposed responses with supporting documentation to substantiate its proposed FSM/TSD solution for those items associated with its proposed best value submission. The narrative must provide sufficient information for the government to assess the Offeror�s understanding and experience of the government requirement. The Offeror must provide substantial and reliable information such as pictures, materials, brands, drawings, etc. to ensure compliance by the Offeror Evaluation Criteria: The Government will review all documentation submitted under Factor 2. Offerors must demonstrate a full and complete detailed proposal with supporting information sufficient to establish scoring in accordance with the table below. Failure to submit documentation that sufficiently allows the Government to clearly understand the components to its Human Factors Research in support of Air Traffic Control Tasks Traffic Management Simulation proposal may eliminate or severely reduce an offeror�s numerical score based on the Offeror�s solution proposed. (3) FACTOR 3 (a): Past Performance Information: The Offeror must complete a minimum of one (1), but no more than four (4), �Past Performance Experience Information� forms, attached to the SIR (Section J, Attachment 4) in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete. All projects submitted must have been underway or completed within the last 15 years through the closing date identified on the SIR. Each project submitted must be valued at or over $800,000 Evaluation Criteria: The Contracting Officer will review the project experience of the offeror, includingsubcontractors, on projects provided in response to Factor 3. Offerors must meet all of the following minimum acceptability standards to receive a �GO� on this factor: �Offeror must have one (1) project that is same/similar to that of the work required in theSOW and this solicitation; AND �Each project submitted must be valued at or over $800,000; AND �Projects submitted must have been completed, or underway, within the last 15 yearsthrough the closing date of the SIR. Failure to demonstrate the minimally acceptable criteria under this factor will result in a �NO GO� rating and possible elimination from further consideration for contract award. Offerors with no past performance information will receive a �NO GO� rating for this factor and will be assessed as part of Phase 1 decision. The FAA will not be held responsible for those Offeror�s customers who refuse to respond or provide past performance information. If the Contracting Officer fails to receive any completed forms for an offeror, the FAA will attempt to follow up with the customers once, in order to retrieve the information. After this attempt, any PPS not submitted and received by the due date/time will not be considered. The purpose of this modification is to correct dates in the body of this description from July 1, 2021 to August 19, 2021. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for the Civil Aerospace Medical Institute (CAMI), Human Factors Division, (AAM-520), for Human Factors Research in support of Air Traffic Control Tasks � Traffic Management Simulation. All work shall be accomplished in accordance to the Statement of Work. The Civil Aerospace Medical Institute (CAMI) is the medical certification, education, research, and occupational medicine wing of the Office of Aerospace Medicine (AAM) under the auspices of the Federal Aviation Administration (FAA�s) Office of Aviation Safety (AVS). The mission of the Aerospace Human Factors Research Division is to promote civil aerospace safety through excellence in aerospace human factors (HF) research. The Division conducts research that focuses on improving human performance, efficiency, and safety. This statement of work supports training and research being conducted within the National Airspace System (NAS) Human Factors Safety Research Laboratory (AAM-520), and the Air Traffic Control System�Command Center (ATCSCC). Simulation training options are available for En Route and Terminal specialists that facilitate learning and skill development in a safe and controlled training environment. In contrast, there are no simulation training options available to the Air Traffic Control System Command Center (ATCSCC) and Traffic Management Coordinators (TMCs) throughout the National Airspace System (NAS). Therefore, training must be conducted in a live environment. The gap in simulation training contributes to a lack of understanding in the application of traffic management initiatives (TMIs). Simulation training reduces operational risks and allows the student to practice repetitive processes in a safe environment to build knowledge, skills, and abilities. Phase One of traffic management (TM) simulation development focuses on the ATCSCC Severe Weather (SVRWX) and Terminal Areas. Civil Aerospace Medical Institute (CAMI) located on the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK and has a requirement for simulation training options to the Air Traffic Control System Command Center (ATCSCC) and Traffic Management Coordinators (TMCs) throughout the National Airspace System (NAS). A high fidelity Flight Schedule Monitor (FSM)/Traffic Situation Display (TSD) web-based interactive simulation platform that allows for scenario development. The SVRWX Severe Weather trainee will use simulated TSD weather and the Traffic Flow Management Convective Forecast TCF to determine the most�efficient use of airspace then build/send playbook and ad-hoc reroutes. The simulation platform must allow the ATCSCC to create training scenarios that can be fully manipulated by the instructors and trainees. Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) 6973GH-21-R-00127 for instructions for preparation and submission of proposals. This procurement is set-aside for small business concerns. The NAICS code applicable to this requirement is 541511, Customer Computer Programming Services.
