- THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Cost Plus fixed fee contract will be procured utilizing FAR Part 15. The applicable NAICS and size standard are 541990 and $16.5M respectively. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a sole source basis Specialized Data Analytics and Risk Modeling Support Services support services for the Bureau of Medicine and Surgery (BUMED). This is a requirement for which a sources sought (N000182021073) was issued and, after careful review of responses received thereto, the Contracting Officer has determined that JDSAT Inc. is the only known SDVOSB capable of providing these services and single source SDVOSB award will be processed. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5, Authorized or Required by Statute, which provides that �Full and open competition need not be provided for when (a) statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. More specifically, FAR 6.302-5(b)(6) provides the statutory authority for sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f), which is implemented by FAR 19.1406. The focus of these activities will be on operational medicine and advancing Navy Medicine�s ability to prepare, plan, forecast, predict, synthesize, and manage operational medicine data and analysis across operational components that have Surgeon General of the Navy equities. Operational readiness and currency are two primary focal points for delivery in this work performance. Identifying and monitoring the operational readiness and currency of Navy Medicine personnel is not adequate going forward and advanced technical decision support requires optimized solutions that integrate the attributes that make a ready medical force. Reporting on readiness related activities is another key metric in achieving the desired end state. The Surgeon General and other key leaders must have the most relevant and accurate analysis to make informed decisions at the highest level of Naval operations. The period of performance for this effort will be one year in length, with an estimated start date of 29 September 2021, and will include no options. The solicitation shall contain the official period of performance for the base period of the contract beginning on or around 27 August 2021. Upon its release the solicitation will be issued electronically on NECO and via www.beta.sam.gov. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The closing date for the receipt of offers will be set forth in the RFP.
