Description

Sole Source Justification NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. USCG BASE ELIZABETH CITY intends to award a sole source award to E 9 CORPORATION to furnish: for the agency. Records include all Emergency Response documentation (Fire/EMS/Rescue/HAZ-MAT), Building Inspections, Fire Drills, Occupancy Vulnerability Assessment Profile scores for all occupancies, Equipment inventory and tracking of all Self-Contained Breathing Apparatus and Training Certifications for all personnel. Impact statement if not procured: In-ability to report NFIRS to United States Fire Administration, in-ability to document NFPA and National Registry of Emergency Medical Technicians & State of North Carolina EMS required training to maintain certifications of firefighters. In-ability to issue OSHA required �Hot Work� permits. No other vendor provides a service that meets DHS/DOD/DISA (FEDRAMP) cybersecurity requirement for hosting SaaS that provides RMS for Fire & Emergency Services. Emergency Reporting has transferred Department of Defense/Federal Government accounts to Microsoft�s Azure Gov ultra secure cloud based environment. E-9 Corporation is the sole provider of the SaaS COTS subscription. (See attached J&A) This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement by AUGUST 18, 2021 AT 11:00 AM EST. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address:�Jade.M.Chrisman@uscg.mil. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
