- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with The Conference Board, Inc., under the authority of FAR Part 6.302-1, for a 12-month membership to the Learning, Development, and Organizational Performance Council and Talent Management Executives Council to provide access to relevant research, guidance, case studies, annual surveys, benchmarking reports, and webcast and podcast series for the EPA�s Office of Human Resources Policy, Planning, and Training Division. The Conference Board, Inc. is a 501(c) non-profit busines membership and research group organization which includes over 1,000 public and private corporations and other organizations as members, encompassing 60 countries and is a well-respected and well-known management and human capital resource. It is necessary to utilize access to these councils because the Agency requires the best learning, development, and organizational performance reference material to help the Office of Human Resources address the 3rd Evidence Act Priority: What are the leading strategies to attract, recruit, train, and retain a diverse workforce? What makes people stay in the Agency long- term? The Agency has committed to the Office of Management and Budget (OMB) to address this priority to help answer these priority questions. The Office of Human Resources Policy, Planning, and Training Divison is seeking membership on the councils to access existing resources in the areas of learning/training, development and organizational performance, key performance indicators, benchmark data, professional networking, and other resources. The EPA is not seeking to have resources created for it. Among the many needs of the Agency, these are the most critical: - A Learning Development and Organizational Performance Community of Practice (LDOP) that is elite and comprised of executives from top companies and at least one other federal government agency; - A strong and well-respected reputation for being at the forefront of Human Resources knowledge; - One (1) seat on each council, and at least seven (7) additional web licenses for global access to research for each council, at no additional cost, for use by other EPA employees for access to webinars and toolkits; - Resources to support the continuous improvement of key human capital management processes (best practices, case studies, tools and templates); - Guidance on how to apply these resources to solve key human capital management problems; - Performance assessments and benchmark data, to measure process performance in areas including talent acquisition, learning and development, human capital management strategy, and organizational performance; - Access to over 4,500 senior executives across the world; - Monthly webinars hosted by subject matter experts which enable the EPA to collaborate with other members and talk peer to peer in confidence about human capital issues, explore solutions, and develop lasting relationships. The Conference Board, Inc. is uniquely qualified for providing the required services for the EPA Office of Human Resources Policy, Planning, and Training Division for access to the Learning, Development, and Organizational Performance Council and Talent Management Executives Council This requirement will utilize FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 611430- Professional and Management Development Training with a size standard of $12,000,000. The anticipated Period of Performance will be a 1-year. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA�s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contract Specialist by 1500 Eastern Time on August 27, 2021. A determination not to compete the proposed firm-fixed-price contract based upon the responses received to this notice is solely within the discretion of the Government.
