Description
U.S. Army Contracting Command - New Jersey (ACC-NJ), 5418 South Scott Plaza, Fort Dix, New Jersey 08640 intends to enter into a contract on the basis of other than full and open competition for the renewal of ten (10) Berla iVE Kit Automobile Forensic Software License Renewals and Upgrades and two one-year options for Annual License Renewals and associated Support and Maintenance of USACIDC�s current inventory of Berla iVE Kits.� ACC-NJ intends to award a sole source, Firm-Fixed Price contract with a base period of performance of One (1) twelve (12) month base period and two (2) twelve (12) month option periods to Berla Corporation, 445 Defense Highway, Suite M Annapolis, Maryland 21401, pursuant to authority 10 United States Code (U.S.C.) Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2). ��The proposed solicitation number for this effort is W15QKN-21-Q-0053.� The delivery/place of performance for this acquisition is to the U.S. Army Criminal Investigation Command, 27130 Telegraph Road, Quantico, VA 22134.� The renewal of the existing Berla site Licenses will enable each of the the U.S. Army Criminal Investigation Command (USACIDC) Digital Forensic Examiners (DFE) Cells to have the capability to download data from motor vehicle onboard computers and infotainment systems and forensically download that data to determine if it contains information that may be of evidential value in a criminal investigation.� Included with the software licenses shall be maintenance support which includes, but not limited to, support upgrades, patches and technical support.� USACID began acquiring Berla iVE kits in 2015.� The Berla iVE kit is the current industrial standard extraction system used by law enforcement throughout the United States for extracting data from automobile infotainment systems.� Berla Corporation is the Original Equipment Manufacturer (OEM) of the Berla iVE Kits, and is the creator and sole provider of the iVE Toolkits and associated service/maintenance/support plans as well as training. Berla does not have any authorized resellers and is the only known provider of the Berla Automobile Forensic Software Licenses and is the only offeror capable of renewing and upgrading the 10 existing USACIDC Berla licenses.� The applicable North American Industrial Classification System (NAICS) code for this effort is 511210 with a corresponding size standard of $41,500,000.00.� The estimated date of award for this action is September 24, 2021.� This notification shall close on September 24, 2021.� This is a notification of intent, not a request for proposals.� Questions regarding this action may be directed to Contract Specialists, Liam McDonnell at liam.j.mcdonnell2.civ@mail.mil and to Deirdre A.
