- THIS IS A Sources Sought Notice ONLY.� The U.S. Government desires to procure Uninterruptible Power Supply (UPS) Preventative Maintenance Services on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside.� Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.� We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue a RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service. �Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. �The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. �If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). �It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.� The anticipated NAICS code is: 541512 Computer Systems Design Services, with a size standard of $30M. Place of Performance: Locations Joint Base Lewis-McChord, WA Yakima Training Center, Yakima, WA The contractor shall provide maintenance to include the following: Provide Preventative Maintenance twice a year for UPS maintenance at the two locations. Provide Preventative Maintenance twice a year for Battery maintenance at the two locations. Provide coverage 24 hours, 7 days a week corrective maintenance as required covering all parts, labor, travel time and expenses. Provide coverage 24 hours, 7 days a week dispatch technical support and service priority with 8-hours� response time. Provide coverage 24 hours, 7 days a week customer reliability center triage. Performance during each preventative maintenance visit will be as follows: A. Measure and record: 1. Individual cell battery float voltage and overall float voltage; 2. Charger output current and voltage; 3. AC ripple current and voltage imposed on battery; 4. Internal ohmic values of each cell/battery or perform a continuity test of ��� each cell/battery; 5. Connection resistance of 10% of the inter cell/battery connection; 6. Ambient temperature; and 7. Negative terminal temperature of one cell/battery per battery cabinet or ��� rack tier. B. Visually inspect conditions and appearance of the: 1. Connection terminals inter cell/battery connectors, cables and associated hardware; 2. Cell/battery covers, containers, and post seals; 3. Battery racks or cabinets and associated components and hardware; 4. Cell/battery jar or cover, nothing any excessive distortion; and 5. Perform cleaning of all accessible surfaces as required. C. Measure and record the connection resistance of 100% of the inter cell/battery ��� string. D. Re-torque any connection where the resistance is above 20% of the average. Reporting requirements for each preventative maintenance visit includes: The technician will provide the Government a verbal report summarizing the condition of the UPS and battery, and identifying any critical issues before leaving the performance site. A detailed written report containing all readings and observations will be sent to the Government within five (5) business days. The contractor shall be experienced and qualified to operate and repair the UPS systems and peripheral equipment at Table 1.
