SOURCES SOUGHT�FOR REMOTE J THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION.�� This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes.� This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. Dyess AFB located in Abilene, Texas, is seeking potential sources capable of Remote-J to expand the Dyess Link-16 Tactical Data Link (TDL) network that will support current and future mission readiness integration requirements.� Integrating air, land and surface military platforms to train for joint force operations in support of the national defense.� The expanded TDL will create a secure network and transmit 3-D track data over the state of Texas and Gulf of Mexico supporting regional units in the Military Operation Area�s (MOA). Remote-J is a custom hardware and software configuration that allows control of TDL radio terminals and information distribution transmissions from geographically separated Ground Control Units (GCU).� Remote-J has the ability to control re-key of radio terminals, monitor transmission of j-series messages and give full system control to a GCU user.������� The Live Mission Operations Center (LMOC) requires the ability to remotely control a Joint Tactical Information Distribution System (JTIDS) and manage cryptographic re-key of the radio terminal.� This will also include system management, power on/off and terminal reboot.� The system will also have client systems input from the remote location at Joint Reserve Base San Antonio (JRBSA) that will produce surveillance tracks into the network. A remote JTIDS will be housed at JRBSA and remotely managed from the LMOC at Dyess AFB, Abilene Texas.� From the LMOC a synthetic battle space scenario will be produced and transmitted to train warriors according to their specific mission requirements and designated MOA. Remote Key Management with Link-16 is currently being used by ACC and AFGSC units at Seymour Johnson AFB, Nellis AFB, Elmendorf AFB and Ellsworth AFB to support range Link-16 extended operations. The Dyess Live Mission Operations Center (LMOC) will control expanded link broadcast and simulate combat operations for multiple Areas of Responsibility (AORs) using Battlefield Operations Support System (BOSS) and Situational Awareness Data Link (SADL).�� New capabilities will be used to support future 5th and 6th Generation platforms and accomplish current and future mission requirements for the next generation war-fighter.�� Without an expanded TDL (Remote-J) Combat Air Forces (CAF) will lack in training availability and effective mission readiness.� Remote-J will increase the fidelity of Large Force Exercises (LFE) and Digital Close-Air-Support (DCAS) training across multiple MOAs. Not expanding TDL capabilities at Dyess AFB will limit future growth for support of 5th and 6th generation platforms to train in Texas, Oklahoma and eastern New Mexico.��� Feedback, questions, and comments regarding the attached documents are welcomed. Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above.� It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.� This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement may be published on Beta.SAM.gov.�� Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate.� Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business.
