Page 4 of 4 US Department of Veterans Affairs Request for Information/Sources Sought 36C10B21Q0304 Clinical Information System/Anesthesia Record Keeping Analytics/Decision Support Solution THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought in accordance with Federal Acquisition Regulations (FAR) 15.201(e) to conduct market research for information and planning purposes only. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. It is the responsibility of the responders to monitor this site for additional information pertaining to this requirement. Requirements: The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics (OPAL), Technology Acquisition Center (TAC) is soliciting information related to Industry capability to meet the requirements detailed in the attached Draft Performance Work Statement (PWS) to provide a full-featured suite of extracts, report customization, and analytics services to aid in the improvement of quality of care for surgical and critically ill patients. The goal is to provide a tool that will ultimately use the full capacity from multiple data sources including Picis, VistA, and other relational databases. This platform will allow multiple user groups, including clinicians and clinical and business analysts, the ability to create reports, analyze data, and facilitate ongoing quality improvement efforts addressing a) morbidity and mortality for surgical and critically ill patients and b) the optimization of efficiency within settings including but not exclusive of the OR, PACU, and ICU. The vendor will be required to extract Picis data from Oracle and SQL server databases and describe the Extract, Transform, and Load (ETL) process with data mapping documents. The Vendor should be a VistA expert vendor (preferred) with the ability to extract VistA data and create a stable ETL process. All stages of ETL processes will be monitored, cleansed, parsed, and validated for data quality. Interested parties are invited to review the attached draft PWS and to submit comments or feedback/suggestions for the draft PWS. The goal of this RFI is to provide a procurement framework that may be used for a potential and subsequent acquisition. Nothing in this document should be considered binding or in any way obligate VA to perform. VA welcomes comments on any part of this document. For project planning and information gathering, the draft PWS is attached which defines the scope of requirements. Information obtained in response to this RFI will be used within VA as market research information and will not be disclosed outside of the agency. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Questions for Vendors: Based on the above data points, the Government is seeking Industry input based on the below questions/parameters to further refine its approach and information on potential future solutions. Please provide a written response to the following. Does your solution provide additional ability for end users to directly query the database using SQL queries without using GUI interfaces and to export results? Does your solution offer interoperability with Cerner? As part of your RFI response, please provide a Rough Order of Magnitude estimate for a base period of 12 months, with four (4) 12-month option periods. Please also provide responses to the following: General Include the following identification information Company Name CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov Company Address Point of contact name Telephone number Email address VA anticipates that this effort would fall within North American Industry Classification System (NAICS) Code 541512 Other Computer Related Services, which has a size standard of $30M. Are you a small or large business under NAICS 541519 ($30M)? If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale. Identify existing contract vehicles (GSA, T4NG, SEWP, etc.) in which you are a contract holder that can be utilized to procure these services. If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in execution of this effort? Are you able to comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and with subcontracting limitations in 13 CFR 125.6 in execution of this effort? Has the draft PWS provided sufficient detail to describe the technical requirements that encompass the testing services to be performed under this effort. ______ YES _______ NO (if No, answer question 7) If NO , please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. Capability Statement Please submit a capability statement describing your company s ability to meet the requirements in the attached draft PWS. The capability statement shall be limited to 10 pages Please submit your RFI response to the above questions in accordance with the following: 1) No more than 10-page and no more than 5 MB. 2) Mark your response as Proprietary Information if the information is considered business sensitive. 3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI.  The Government will not review any other information or attachments included, that are in excess of the 10-page limit.  The Government will not review generic marketing materials that do not address the information contained herein or the attached documents.
