� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � REQUEST FOR INFORMATION � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �� DEPARTMENT OF STATE � � � � � � � � � � � � � � � � � � � � � � � � � � � � Information Management Advisory Council (IMAC) The Government is seeking information for potential sources for the Information Management Advisory Council (IMAC) requirement. The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the Department�s mission to counter crime, illegal drugs and instability abroad. The Bureau leverages several approved Implementing Mechanisms (IMs) to support its complex mission worldwide. Bi-annually the Bureau processes thousands of implementing mechanisms to drive execution and obligation of its appropriated funds. These IMs serve as tools for managing and processing key INL mission activities across the globe, working with internal and external resources. The following IMs are covered with the scope of this document. � Bilateral Letter of Agreement (LOA) � Letter of Agreement with an International Organization (IO-LOA) � Interagency Agreement (IAA) � Intergovernmental Personnel Act Agreement (IPA) � Grants and Cooperative Agreements � Contracts � Commodities & Services Contracts � Personal Services Contracts (PSC) � Third Party Contracts (TPC) To address a growing need for greater operational efficiency, transparency, and accurate reporting, the Bureau established the Information Management Advisory Council (IMAC), with one of its subcommittees focusing on addressing the Implementing Mechanisms. The IM working group is chartered with developing an enterprise-wide case management system to automate the lifecycle processing of the Bureau�s core IMs, and the associated operational/program management functions. The proposed system will support the main operating functions of the Bureau with an accurate global and long-term focus to effectively supports INL�s mission objectives and goals. The Functional Requirements Document (FRD) provides detailed information on how the proposed solution will function and its linkages to the supported business processes. This document is structured around the high-level requirements identified in the Business Requirements Document (BRD) and provides traceability from the functional specifications back to the business requirements captured in the previously delivered BRD. This document includes the detailed functional requirements with documented systems feature conditions for managing and tracking the full lifecycle of implementing mechanisms. The document also covers specific functional specifications that speak to bureau wide operational elements that support/impact the processing of the implementing mechanism. This document will serve as the functional requirements for both Domestic and Overseas programs for all the implementing mechanisms development, tracking, approval flows and management processes. Vendors should not submit any sensitive or proprietary information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as ""the Act""), as implemented in the FAR.
